"Transport Ministry" to propose 13 projects worth 727 billion baht to the new Cabinet

Suriya is preparing to propose 13 transport projects worth over 727 billion baht to the new Cabinet for approval.
Today (August 27, 2023), Deputy Prime Minister and Minister of Transport, Mr. Suriya Jungrungreangkit, revealed that after the new Cabinet is prepared to announce its policies to the House of Representatives, the Ministry of Transport is preparing to propose projects for the new Cabinet meeting to consider and approve. These include both previously proposed projects and new projects that are in the process of seeking opinions from other agencies and are ready to proceed. There are a total of 13 projects with a combined budget of 727.388 billion baht.
The 13 projects consist of:
Phase 2 Double-Track Railway Projects (6 routes):
1. Pak Nam Pho - Den Chai section (285 km) with a budget of 62.8 billion baht.
2. Chumphon - Surat Thani section (168 km) with a budget of 24.2 billion baht.
3. Surat Thani - Hat Yai - Songkhla section (321 km) with a budget of 57.3 billion baht.
4. Den Chai - Chiang Mai section (189 km) with a budget of 56.8 billion baht.
5. Chumtang Thanon Chira - Ubon Ratchathani section (308 km) with a budget of 37.5 billion baht.
6. Chumtang Hat Yai - Padang Besar section (45 km) with a budget of 6.66 billion baht.
Red Line Suburban Railway Projects:
7. Dark Red Line, Rangsit - Thammasat University Rangsit Center section with a budget of 6.468 billion baht.
8. Red Line, Siriraj - Taling Chan - Salaya section with a budget of 15.286 billion baht.
Other Projects:
9. Kathu - Patong Expressway with an investment value of 14.670 billion baht.
10. M5 Motorway Extension, Elevated Uttaraphimuk Road, Rangsit - Bang Pa-in section with a budget of 31.358 billion baht.
11. M9 Motorway, Western Outer Ring Road, Bang Khun Thian - Bang Bua Thong section with a budget of 56.035 billion baht.
12. Northern Expressway Phase 3, N2 Section, Prasert-Manukitch Road - Outer Bangkok Ring Road with an estimated investment of 16.960 billion baht.
13. Thai-Chinese High-Speed Rail Phase 2, Nakhon Ratchasima - Nong Khai section (357.12 km) with a total budget of 341.351 billion baht.

Suriya, along with Manaporn and Surapong, are prepared to officially begin their duties on September 10th. A meeting with all high-level executives from every agency has been called. Suriya stated that Manaporn will oversee waterways and the BMTA while Surapong will continue to manage the rail system.
A report from the Ministry of Transport states that after the new cabinet, led by Prime Minister Paetongtarn Shinawatra, took the oath of office on September 6th, 2024, the Ministry of Transport announced that Deputy Prime Minister and Minister of Transport Suriya Juangroongruangkit, along with Manaporn Charoensri and Surapong Piyachoti as Deputy Ministers of Transport, will officially begin their duties at the Ministry of Transport on September 10th, starting at 11:00 AM.
The schedule indicates that the three ministers will arrive at the ministry at 11:00 AM to pay respects to the portraits of His Majesty the King, His Majesty King Bhumibol Adulyadej the Great, Her Majesty Queen Sirikit The Queen Mother, and His Royal Highness Prince Chumphon Khet Udomsak, as well as to the Buddha statue and the shrine of the ministry's founding father.
Then, at 11:30 AM, they will participate in a meeting with high-level executives from the ministry and various agencies, followed by a press conference at approximately 12:00 PM.
Deputy Prime Minister and Minister of Transport Suriya Juangroongruangkit stated that the transport ministers remain the same as in the previous government, allowing for continuous progress in management and operations. Regarding the delegation of authority and division of responsibilities in overseeing government agencies and state enterprises under the Ministry of Transport to the two Deputy Ministers, the assignments will remain the same as during the Srettha Thavisin government.
Suriya will oversee 9 agencies, including the Office of the Permanent Secretary for Transport, the Department of Highways, the Department of Rural Roads, the Department of Airports, the Office of Transport and Traffic Policy and Planning, the Civil Aviation Authority of Thailand, Airports of Thailand Public Company Limited, the Expressway Authority of Thailand, and Thai-Amadeus Southeast Asia Company Limited.
Manaporn Charoensri will oversee 5 key agencies: the Marine Department, the Port Authority of Thailand, the Bangkok Mass Transit Authority, the Civil Aviation Training Center, and Suvarnabhumi Airport Hotel Public Company Limited.
Surapong will supervise 8 agencies: the Department of Land Transport, the Department of Rail Transport, the Transport Company Limited, the State Railway of Thailand, SRT Asset Company Limited, SRT Electrified Train Company Limited, the Mass Rapid Transit Authority of Thailand, and Aeronautical Radio of Thailand Limited.

2. Elevated Highway Construction Project on Highway 35, Bang Khun Thian - Ekachai Section: 8.3 kilometers long, expected to be completed by November 2024. A temporary trial service will be available between the Pantainorasingh Toll Plaza and the Mahachai Toll Plaza (4 km) by the end of 2024.

* Airport Expansion: Airports of Thailand (AOT) will invest 344 billion baht to expand and upgrade airports across the country. Suvarnabhumi Airport will see major expansions, including a new South Terminal, while Don Mueang, Phuket, and Chiang Mai airports will also undergo upgrades. New airports are also planned for Phuket and Chiang Mai to accommodate future growth in tourism.
This infrastructure push is expected to stimulate the construction industry, create jobs, and boost economic growth. The government believes that these investments will enhance Thailand's competitiveness and help the country overcome the middle-income trap.
