Nakhon Ratchasima, Thailand – The State Railway of Thailand (SRT) has reaffirmed its commitment to the dual-track and high-speed rail project passing through Nakhon Ratchasima City. Suriya Delays Cabinet Decision on High-Speed Rail Link

Bangkok, November 7, 2024 -- Deputy Prime Minister and Transport Minister Suriya Jungrungruangkit announced today that the proposed amendment to the concession contract for the High-Speed Rail Link connecting three airports (Don Mueang, Suvarnabhumi, and U-Tapao) will not be brought before the Cabinet this week. The delay is attributed to ongoing discussions surrounding changes to the public-private partnership (PPP) model for the project.

Mr. Suriya, a member of the Eastern Economic Corridor (EEC) policy committee, indicated that the amendment aims to shift the financial burden from the state to the private sector. Under the original agreement, the government was to make a lump sum payment upon completion of the project. The revised plan calls for the private sector to provide capital and guarantees throughout the construction process.

"We need to ensure that these changes align with PPP principles," Mr. Suriya stated. He emphasized that the amendment was necessitated by the private sector's inability to meet its financial obligations under the original contract. This, coupled with delays in land transfers from the government, has created an impasse.

Korat Governor and SRT Support Dual High-Speed Rail Project

Nakhon Ratchasima, Thailand – The Governor of Nakhon Ratchasima and the Governor of the State Railway of Thailand (SRT) have expressed their support for the construction of a dual-track high-speed railway through Korat City. This decision aligns with a resolution passed in a 2017 cabinet meeting to adjust the construction plan for the Bangkok-Nakhon Ratchasima high-speed line and the Map Kabau-Thanon Jira Junction dual-track line.

This announcement follows a meeting held on November 5th, 2024, where Nakhon Ratchasima Province officials, led by Mr. Suraphan Silpasuwan and Mr. Kittisak Theerawattana, met with SRT Governor Mr. Veeris Ammarapala in Bangkok. The meeting aimed to discuss the project's progress and address concerns raised by the local community.

Mr. Chaiwat Wong Benjarat, Vice Chairman of the Nakhon Ratchasima Chamber of Commerce, revealed that the upgraded design for the dual-track railway over the city's bypass bridge and Saphan Simathani will be presented to the Ministry of Transportation by the end of the year. This transparency aims to encourage public participation and mitigate potential conflicts that arose from previous disagreements regarding the project's design.

The SRT Governor expressed his willingness to accommodate the proposed adjustments, particularly concerning the height of the railway embankment at key intersections like Suebsiri Road and the entrance to Suranari Camp. A minimum height of 5.5 meters will ensure all vehicles can pass underneath.

Furthermore, former Korat mayor Mr. Surawut Cheidchai proposed preserving the historic Nakhon Ratchasima railway station, integrating it with the new station as a heritage landmark.

Maj. Gen. Narongrit Dansuwan, Police Commissioner of Nakhon Ratchasima Province, suggested constructing the dual-track and high-speed lines in close proximity to maximize space for future traffic routes and drainage systems. He also requested the SRT to open construction zones near Simathani Hotel and Tawan Daeng Pub to alleviate traffic congestion.

The meeting concluded with a positive outlook, emphasizing the importance of efficient budget allocation and expedited completion before the World Horticultural Expo in 2029.

This clip takes you from Muak Lek to Saraburi to see the latest progress on the high-speed railway. Construction is happening all over!

Two Contracts in Focus:

Contract 3-1 (Kaeng Khoi-Klang Dong): Italian-Thai Development Public Company Limited/CREC No.10
Contract 4-7 (Saraburi-Kaeng Khoi): Civil Engineering PCL
We'll be taking the train from Muak Lek back to Kaeng Khoi, checking out two main construction zones along the way.

First up, near the Naval Academy in Nawamin, they're building the foundations for a massive bridge across the Muak Lek basin. You'll see pile drivers and footings being prepared.

Next, we'll pass Wat Thap Kwang and Thap Kwang School, eventually reaching the spot where the new line will cross the existing tracks. Remember that cool village we visited? This is where we'll branch off to get there!

Contract 4-7 covers the whole stretch from Saraburi to Kaeng Khoi (12.99 km). They're busy working on everything, including the new Kaeng Khoi Junction and the brand new Saraburi Station!

Wow, check out the progress on this HSR route! Contracts 4-6 are moving fast. This video takes you from Saraburi all the way to DK106+016.75, with 31.6 km still to go. We'll see construction by Uniq Engineering, including ground-level tracks and elevated bridges. This first phase focuses on drilling, casting piles, and building foundations. **Construction Update**

In this clip, we'll take a train journey to Bangkok to check on the progress of the high-speed rail project.

First, let's revisit Contract 4-3. When we last checked in at the end of September, construction was progressing steadily. Now, one month later, we can see even more progress.

* **Bang Pa-in Station:** Pier casting is well underway.
* **Behind Bang Pa-in Industrial Estate:** Continuous pile casting work is ongoing.
* **Approaching Khlong Phuttha Station:** Crews are preparing for pile digging and casting.
* **Khlong Phuttha Span:** The span extending towards Ayutthaya is also progressing.
* **Motorway No. 9 Crossing:** Piers between the road bridges are being cast.

At the Chiang Rak Noi Maintenance Center, construction is also moving forward. The entrance has been substantially laid, reaching the last pier.

* **Contract 4-4 Progress (September 25, 2024): 20.60%**

Next, foundation casting will begin at the TPI Cement Distribution Center behind the Nawanakorn Industrial Estate.

Now let's move on to Contract 4-2.

* Pile drilling is ongoing at the end of the contract area.
* Construction will continue towards Rangsit.
* Soon, we should see piers rising along this stretch.

The vanguard team has begun clearing weeds along the route. Backhoes are active at the Thammasat University Rangsit Center parking area. They have already cleared areas up to Road 3214 towards Sam Khok.

Gas pipe dismantling work at Rangsit Station is also progressing. By the time this is finished, pier work should be nearly complete.

* **Contract 4-2 Progress (September 25, 2024): 1.06%**

This number should increase by the end of October.
