CHINA TO REVAMP CONGO-OCEAN
Railway Africa January 14, 2014

On 21 December, minister of transport and civil aviation Rodolphe Adada in the Republic of Congo (Brazzaville) signed an agreement with China Railway Construction Corporation (CRCCI) director general for African French-speaking countries Chang Xuehui.

In terms of which the Congo-Océan Railway (Chemin de fer Congo-Océan – CFCO) is to be rehabilitated. Bothe the Pointe-Noire-Brazzaville main-line and the Mbinda-Mont-Belo branch are to be overhauled.

CRCCI is to carry out technical and financial feasibility studies and then arrange the necessary funding. CFCO director-general Jean-Francois Cotin acknowledges that “significant investment” is needed.

นี่ครับ ข่าวที่ยืนยันว่า บริษัท China Railway Construction Corp จาก จีนจะลงทุนบูรณะทางรถไฟสาย Chemin de fer Congo-Océan ที่ใช้ราง 3 ฟุต 6 นิ้ว (1.067 เมตร) ของประเทศคองโก จาก กรุง - Brazzaville ไปท่าเรือ Pointe Noire (ทางประธาน) และ ทางแยกจาก Mont Bélo ไปด่านชายแดน Mbinda

นายหลี่ เค่อเฉียง นายกรัฐมนตรีจีน ระหว่างกล่าวสุนทรพจน์ ณ สำนักงานใหญ่ของสหภาพแอฟริกา (Africa Union) ประจำกรุงแอดดิสอาบาบา เมืองหลวงของประเทศเอธิโอเปีย เมื่อวันที่ 5 พ.ค. 2557 (ภาพ: ซินหวา)

จีนจะเพิ่มวงเงินอนุมัติให้แก่แอฟริกาอีก 10,000 ล้านเหรียญสหรัฐ จากเดิมที่ให้ไปแล้ว 20,000 ล้านเหรียญฯ ก่อนหน้านี้ และช่วยกองทุนพัฒนาจีน-แอฟริกา (China-Africa Development Fund) อีก 2,000 ล้านเหรียญสหรัฐ ทำให้ยอดตัวเลขของกองทุนดังกล่าว โดยรวมอยู่ที่ 5,000 ล้านเหรียญสหรัฐ ซินหวารายงานอ้างตามคำกล่าวของนายหลี่ อย่างไรก็ตาม ยังไม่มีการเปิดเผยรายละเอียดเรื่องกรอบระยะเวลาในการให้ความช่วยเหลือ แต่อย่างใด

นายหลี่ “วาดภาพฝันว่า เมืองหลวงทุกประเทศของแอฟริกา จะเชื่อมโยงกันด้วยรถไฟความเร็วสูง ซึ่งจะช่วยกระตุ้นการสื่อสารและการพัฒนาทวีปแอฟริกาทั้งหมด” รายงานระบุ นายหลี่กล่าวว่า จีนพร้อมช่วยแอฟริกา “สานฝันข้อนี้ให้เป็นจริง”

ก่อนหน้าที่นายหลี่เดินทางเยือนไนจีเรีย ซึ่งเป็นประเทศที่ 2 ตามกำหนดการเยือนทวีปแอฟริกา 4 ประเทศ ของนายหลี่ บริษัทไชน่า ซิวิล เอ็นจิเนียริ่ง คอนสตรัคชั่น คอร์เปอเรชั่น (China Civil Engineering Construction Corporation) ภายใต้การกำกับดูแลของบริษัทก่อสร้างทางรถไฟแห่งประเทศจีน หรือ CRCC (China Railway Construction Corporation) จึงลงนามในกรอบความร่วมมือกับกระทรวงคมนาคมของไนจีเรีย เพื่อก่อสร้างทางรถไฟเรียบชายฝั่ง ระยะทาง 1,385 กิโลเมตร มูลค่า 13,120 ล้านเหรียญสหรัฐ อ้างอิงจากข้อมูลที่ CRCC แจ้งต่อตลาดหลักทรัพย์ฮ่องกงและเซี่ยงไฮ้

นอกจากนี้ จีนยังจะให้เงินอีก 100 ล้านเหรียญสหรัฐ หรือราว 3,000 ล้านบาท เพื่อช่วยเหลือเรื่องการปกป้องคุ้มครองสัตว์ป่าในแอฟริกา นายหลี่ระบุเพิ่มเติม

ทั้งนี้ ความต้องการ งาช้างและนอแรดแอฟริกาของคนจีน ถือเป็นส่วนหนึ่งที่ทำให้สัตว์ดังกล่าวใกล้สูญพันธุ์

อย่างไรก็ตาม เจ้าหน้าที่จีนกล่าวเมื่อสัปดาห์ที่ผ่านมา ระบุ การเดินทางเยือนของนายหลี่ จะมิใช่เพียงการพยายามบรรลุข้อตกลงด้านพลังงานเท่านั้น หากแต่จีนยังหวังที่จะให้ความช่วยเหลือประเทศต่างๆ ในแอฟริกา ให้มีมาตรฐานการดำรงชีวิตที่ดีขึ้น โดยนายหลี่ หวังว่า นอกเหนือไปจาก การที่จีนและแอฟริกาจะได้รับโอกาสมหาศาลจากการพัฒนาทางเศรษฐกิจในแอฟริกา เขายังหวังว่า เงินกู้ที่จีนให้แก่ประเทศเหล่านั้น จะช่วยสนับสนุนบริษัทขนาดเล็กและขนาดกลางของแอฟริกาด้วย

“ประวัติศาสตร์และความเป็นจริงแสดงให้เห็นชัดเจนแล้วว่า การพัฒนาของจีนให้โอกาสแก่แอฟริกา เมื่อแอฟริกาพัฒนา จีนก็ได้ประโยชน์ด้วยเช่นกัน” นายหลี่ กล่าว

อนึ่ง การเดินทางเยือนแอฟริกาครั้งนี้ ถือเป็นการเยือนทวีปแอฟริกาอย่างเป็นทางการ ครั้งแรกของนายหลี่ เค่อเฉียง นับตั้งแต่ขึ้นดำรงตำแหน่งนายกรัฐมนตรีจีน เมื่อปี 2556 โดยก่อนหน้านี้ เมื่อเดือน มี.ค. ปีที่ผ่านมา (2556) ประธานาธิบดีสี จิ้นผิง ก็เดินทางเยือนทวีปแอฟริกา และฟื้นข้อเสนอเงินกู้ 20,000 ล้านเหรียญสหรัฐ แก่แอฟริการะหว่างปี 2556-2558

อย่างไรก็ตาม การเดินทางเยือนประเทศในแอฟริกาของบรรดาผู้นำจีน ล้วนแต่เน้นการเจรจาเรื่องข้อตกลงมูลค่ามหาศาลด้านทรัพยากรธรรมชาติ ทำให้หลายฝ่ายวิจารณ์ว่า จีนสนใจแต่ความมั่งคั่งทางทรัพยากรของแอฟริกาเท่านั้น

รัฐบาลจีนและเคนยาลงนามในข้อตกลงสร้างรถไฟความเร็วสูงภายในเคนยา และระหว่างหลายประเทศในแอฟริกา มูลค่าโครงการประมาณ 3,800 ล้านดอลลาร์สหรัฐ

สำนักข่าวต่างประเทศรายงานจากกรุงไนโรบี ประเทศเคนยา เมื่อวันที่ 12 พ.ค. ว่าประธานาธิบดีอูฮูรู เคนยัตตา ผู้นำเคนยา แถลงเมื่อวันอาทิตย์ ร่วมกับนายกรัฐมนตรีหลี่ เค่อเฉียงแห่งจีน ซึ่งเดินทางเยือนกรุงไนโรบีอย่างเป็นทางการ ว่าหนึ่งในข้อตกลงทางเศรษฐกิจที่มีการลงนามร่วมกัน คือข้อตกลงโครงการก่อสร้างรถไฟความเร็วสูง ซึ่งจะเริ่มดำเนินงานตั้งแต่เดือนต.ค.ปีนี้ โดยใช้งบประมาณ 3,800 ล้านดอลลาร์สหรัฐ ( ราว 125,400 ล้านบาท ) และเส้นทางสายแรกระหว่างเมืองท่า มอมบาซาสู่กรุงไนโรบี มีกำหนดแล้วเสร็จภายในต้นปี 2561 ก่อนขยายเส้นทางต่อไปยังยูกันดา รวันดาและซูดานใต้ในอนาคต

ขณะที่นายกฯหลี่กล่าวว่า บริษัทรัฐวิสาหกิจด้านการก่อสร้างของจีนจะเข้ามาลงทุนในวงเงินงบประมาณ 90% ส่วนอีก 10% รัฐบาลเคนยาจะเป็นผู้รับผิดชอบ พร้อมกับแสดงความหวังว่า โครงการนี้จะเป็นสะพานเชื่อมความร่วมมืออย่างยั่งยืนระหว่างจีนกับนานาประเทศในทวีปแอฟริกาต่อไป

ผู้นำจีนได้ลงนามความร่วมมือในการสร้างเส้นทางรถไฟสายใหม่ในแอฟริกาตะวันออกร่วมกับผู้นำเคนยา โดยในเบื้องต้นจะเริ่มต้นจากเมืองท่ามอมบาซาไปยังกรุงไนโรบี ก่อนที่จะขยายไปยังประเทศอื่นๆ

ประธานาธิบดีอูฮูรู เคนยัตตา (ลูกหลานของผู้ก่อตั้งประเทศเคนยา) ผู้นำเคนยา แถลงร่วมกับนายกรัฐมนตรีหลี่ เค่อเฉียง ซึ่งเดินทางเยือนกรุงไนโรบีอย่างเป็นทางการ ว่าหนึ่งในข้อตกลงทางเศรษฐกิจที่มีการลงนามร่วมกัน คือข้อตกลงโครงการก่อสร้างรถไฟ ระยะทาง 610 กิโลเมตร ซึ่งจะเริ่มดำเนินงานตั้งแต่เดือนต.ค.ปีนี้ โดยใช้งบประมาณ 3,800 ล้านดอลลาร์สหรัฐ (ราว 125,400 ล้านบาท) โดยมีบริษัทลูกของบริษัทไชน่า คอมมิวนิเคชันส์ คอนสตรัคชัน เป็นผู้รับเหมารายใหญ่

เส้นทางสายแรกระหว่างเมืองท่ามอมบาซาสู่กรุงไนโรบี มีกำหนดแล้วเสร็จภายในต้นปี 2018 ก่อนขยายเส้นทางต่อไปยังยูกันดา รวันดาและซูดานใต้ในอนาคต ทั้งนี้ เส้นทางในช่วงเฟสแรกจะสร้างทดแทนเส้นทางสายเดิมซึ่งสร้างมาตั้งแต่สมัยที่เคนยาตกเป็นอาณานิคมของอังกฤษ ที่สร้างระหว่างปี 1895-1901 ที่อยู่ในสภาพทรุดโทรม

ในเฟสแรกของการก่อสร้าง ธนาคารเอ็กซิมแบงค์ของจีนจะให้เงินกู้ในวงเงินงบประมาณ 90% ส่วนอีก 10% รัฐบาลเคนยาจะเป็นผู้รับผิดชอบ พร้อมกับแสดงความหวังว่า โครงการนี้จะเป็นสะพานเชื่อมความร่วมมืออย่างยั่งยืนระหว่างจีนกับนานาประเทศในทวีปแอฟริกาต่อไป

ทราบแล้ว แค่รางมาตรฐาน 1.435 เมตร ทางเดี่ยวมี 33 หลีก โดยหลีกยาว 1000 - 2000 เมตร (แบบสถานีชุมทางทุ่งสง) โดยไม่ให้มีทางลักผ่าน โหลดเพลา 25 ตัน โดยกำหนดว่า

ให้ รถโดยสาร วิ่งไปมาระหว่าง กรุงไนโรบีและเมืองท่ามอมบาซา ระยะทาง 609.3 กิโลเมตร ใช้เวลาแค่ 4 ชั่วโมง 30 นาที ที่ความเร็วสูงสุด 120 กิโลเมตรต่อชั่วโมง (แต่จริงๆ น่าจะ 5 ชั่วโมง 30 นาทีหรือกว่านั้น) โดยจะจอดที่ เมืองท่า มอมบาซา (Mombasa), Mariakani, Voi, Mtito Andei, Sultan Hamud, Athi River and กรุงไนโรบี (Nairobi) ที่ สถานี Embakasi ซึ่งอยู่ติดๆกับ Embakasi Inland Container Depot (ไอซีดีประจำกรุงไนโรบี).

ส่วนรถสินค้า วิ่งไปมาระหว่าง Embakasi Inland Container Depot (ไอซีดีประจำกรุงไนโรบี) และเมืองท่ามอมบาซา ระยะทาง 609.3 กิโลเมตร ได้ 8 ชั่วโมง ที่ความเร็วสูงสุด 80 กิโลเมตรต่อชั่วโมงเพราะ ให้โค้งแคบสุดที่รัศมี 1200 เมตร และ ทางลาดชัน ไม่เกิน 12 ใน 1000 - นี่คิดตามมาตรฐาน คลาส 1 เพื่อให้การซ่อมบำรุงทางอยู่ในระดับขั้นต่ำสุดที่ คนรถไฟเคนยาพอ ทำเองได้ แต่ต้องซื้อเครื่องจักรเครื่องกลจีนแดง

มูลค่าโครงการ 3604 ล้านดอลลาร์สหรัฐ - ให้ China EXIM Bank ออกเงินกู้ 90% ที่เหลือให้รัฐบาลเคนยาจ่าย ในการนี้จะต้องซื้อรถจักรดีเซล 56 หลัง รถสินค้า 1620 หลัง รถโดยสาร 40 หลัง โดยรถสินค้าสามารถ นำตู้คอนเทนเนอร์ซ้อน 2 ชั้นได้น้ำหนักรวม 4พันตัน และ โหลดตู้คอนเทนเนอร์ ขนาด 20 ฟุต ได้ 216 ตู้ (216 TEUs) - อนาคตค่อยติดระบบรถไฟฟ้าให้

งานนี้งบสร้างทางก็ปาเข้าไป ประมาณ 5.915 ล้านดอลลาร์สหรัฐ ต่อกิโลเมตร (189.398 ล้านบาท ต่อกิโลเมตร)

DALIAN, China -- A century old British dream of building a transcontinental railway connecting the Atlantic and Indian oceans is becoming a reality with Chinese financing. Cutting through the belly of Angola, passing through the copper belt of the Democratic Republic of Congo and Zambia, then finally reaching a massive hub port being built in Tanzania, the proposed railway has the potential to integreate countries that until now were divided by a language barrier left by the British, the French and the Portugese.

By upgrading and linking railways built by the former colonial powers, the transcontinental railway will represent a major landmark in China's investment and development assistance in Africa.

China's investment in Africa has grown rapidly in recent years, in tandem with a surge in bilateral trade.

Restoration

Earlier this month, the state-run China Railway Construction finished repair and restoration work on the 1,344km Benguela railway, which connects the Atlantic port of Lobito in Angola to Luau, an Angolan town on the border with Congo.

The Chinese company has replaced the 1,067mm narrow gauge track laid down in 1929 by Portugal, Angola's former colonial ruler, with a 1,435mm standard gauge railway.

Angola has spent $1.83 billion in mostly oil-backed loans from China to rebuild and restart the railway as it works to recover from a 27-year civil war that ended in 2002. Service along most of the route was discontinued after 1975, at the end of colonial rule and the start of the civil war.

This in turn cut Angolan rail ties with lines in what is today Congo and Zambia. The lines in these two countries are also being upgraded, and are expected to finish in 2018.

Reconstruction of the Benguela railway began in 2006 with a $300 million loan from the China International Fund. When completed, the project will reopen the route from Lobito to Zambia for the first time in four decades.

The replacement of the old, colonial-era narrow gauge track with a standard gauge rail will also increase the speed of the trains on the line, from 30kph to 90kph.

China built the 1,860km Tazara railway, also known as the Tanzam railway, in the 1970s, which connects Tanzania with Zambia. Linking the Benguela and Tazara railway lines will create a transcontinental railway between the east and west coasts of Africa.

Copper from the border area between Congo and Zambia, both of which lack major sea ports, is transported mostly by truck to ports in South Africa.

The new railway across the continent will significantly quicken the transportation of copper from these two countries to both the Indian and Atlantic oceans. It will help the two countries' mainstay copper industries to cut costs and spread risks. Copper is the biggest export of both countries.

China is also building a huge new port in Bagamoyo, Tanzania, on the Indian Ocean. Copper and other raw materials will be carried by the railway to the new port, for shipment to China.

The port project is part of the infrastructure deal Chinese President Xi Jinping signed with the Tanzanian government during his visit to the country in March 2013. Tanzania was the first destination on Xi's African tour.

The port, designed to be an alternative to the country's Dar es Salaam Port, could become a rival to regional maritime transport hubs such as the Kenyan port of Mombasa and South Africa's Durban.

"China is now joining the dots in Africa and forming lines; lines that are cross-continental and will potentially change the earlier trade, investment trends laid down by the colonialists," says Lauren Johnston, a freelance researcher for the Economist Intelligence Unit who specializes in the relations between China and Africa.
