VO Prime Minister Thongloun Sisoulith urges full steam ahead for northern development, Laos-China railway
INTRO: Prime Minister Thongloun Sisoulith has called for authorities to speed up socio-economic development in the northern region during a tour of the provinces.
STORY: The premier also made inspections of Laos-China railway construction sites in the northern provinces of Oudomxay and Luang Prabang in a bid to accelerate construction of the US$5.8 billion project.
During his first stop in Bokeo province on Friday, the premier asked provincial authorities to review the implementation of work in all sectors and related mechanisms in order to resolve any occurring barriers. This is aimed at improving administration, public services and the investment climate in order to attract more investment.
The premier told the province to properly follow up implementation of private investment projects authorised by the government, to ensure win-win benefits.
The provincial authorities were told to help and educate local people with income-generating knowhow to enable them to earn more and improve their livelihoods.
Provincial Governor Khamphanh Pheuyyavong told the prime minister that his province has enjoyed strong Gross Domestic Product (GDP) growth of 7.3 percent with GDP per capita reaching US$1,652.
While in Oudomxay province on Saturday, the premier told the provincial leadership to make use of its strategic location as a transport hub for the northern provinces and to maximise local potential to attract private investment.vThis includes the potential for tourism and transport-hub services.
Prime Minister Thongloun told the provincial authorities to draw from lessons learnt over the past years in order to improve shortcomings. The premier inspected construction sites in the province that are part of the 417km Laos-China railway, which is now more than 10 percent complete.
Prime Minister Thongloun visited construction sites in Oudomxay and Luang Prabang provinces where the premier was briefed on the progress of the project, Xinhua reported, citing the China-Laos railway commanding department under the China Railway Group Limited.
The Chinese contractor told the Premiere that construction of the railway would be completed on December 31, 2021.
Prime Minister Thongloun asked whether the railway could be opened to traffic on December 2, 2021, as December 2 is Laos National Day, according to Xinhua. After consultation, Deputy Head of the Engineering Management Centre of China Railway Sun Guijiang, Director General of Laos-China Railway Company Zhao Xiang, and Head of the China-Laos railway commanding department Huang Hong told the premier their teams would try their best to have the railway open to traffic on December 2, 2021.
During his visits, Prime Minister Thongloun told Chinese construction companies that the Laos-China railway was a bilateral strategic cooperation project and would forge a win-win relationship and common development of the two countries.
The ground-breaking ceremony of the Laos-China railway was held on December 2, 2015, and construction of the whole route began in December 2016.
