Anutin Charnvirakul, Deputy Prime Minister and Minister of Interior, signed a 10-point border cooperation agreement with Cambodia to promote relations in all dimensions. The agreement aims to benefit people on both sides of the border, particularly in addressing issues such as drug trafficking, cybercrime, and call center scams.
The signing took place on October 24, 2024, at the Sokha Hotel in Phnom Penh, Cambodia, during the 8th Meeting of the Thai-Cambodian Border Governors Committee. The meeting, themed "Strengthening Sustainable and Inclusive Development in Border Areas," saw both sides exchanging views and reaffirming their commitment to fostering cooperation in all areas. The goal is to create a peaceful and friendly shared border that benefits both countries.
The meeting emphasized strengthening cooperation between Thai and Cambodian border provinces in 10 key areas:
1. Cross-border movement: Both sides agreed to enhance the implementation of existing agreements and encourage border province authorities to cooperate in controlling cross-border movement.
2. Trade and investment cooperation in border areas: Promoting border trade, import-export of agricultural products, and facilitating cross-border transportation of agricultural products, especially during harvest seasons.
3. Industry: Supporting investors from both countries operating in border provinces.
4. Transportation: Enhancing and expanding cooperation and connectivity between the two countries, particularly in border areas. This includes establishing new border checkpoints in potential areas and developing cross-border rail freight services to increase efficiency and reduce transportation costs.
5. Agricultural cooperation in border areas: Facilitating the trade of agricultural products for people living along the border.
6. Labor cooperation: Cambodia expressed gratitude to Thailand for waiving re-entry fees for Cambodian migrant workers from April 1, 2024, to May 15, 2024. Regarding border crossings, efforts will be made to expedite the opening of remaining checkpoints, consider upgrading new checkpoints, and develop infrastructure to address congestion at border crossings.
7. Border demarcation survey: Both sides reaffirmed their commitment to preventing border demarcation issues from affecting the good relations between the two countries.
8. Illegal logging: Cooperating to prevent and suppress deforestation and natural resource-related crimes along the border.
9. Crime prevention and suppression in border areas: Expanding cooperation on security, order, and stability to maintain peace, stability, and security for both countries. Both sides emphasized their joint stance against allowing any party to use their territory to interfere in each other's internal affairs or to conduct activities that threaten the security of the other country or other nations.
10. Other cooperation: Both sides agreed that governors, local authorities, and local administrations should hold regular meetings, taking turns hosting, with the consent of border governors, local authorities, and local administrations of both countries.
Both sides expressed their delight at the upcoming 75th anniversary of the establishment of diplomatic relations in 2025.
At the end of the meeting, the Interior Ministers of both countries signed a joint agreement for the 8th Meeting of the Thai-Cambodian Border Governors Committee. Both sides agreed that the 9th meeting will be held in Thailand.
Anutin stated that this meeting will benefit Thailand through the cooperation between the two countries. Opening more border checkpoints will increase trade and commerce. Both the Cambodian and Thai governments agree on the importance of drug suppression, and the Interior Ministries of both countries are committed to preventing and suppressing drug trafficking. Drug trafficking along the Thai-Cambodian border has been effectively controlled. In addition, there will be increased cooperation in preventing online crime and call center scams, which Cambodia also considers a priority.
