Rail project to cut KL- Penang journey to just three hours

BUTTERWORTH: It will only take three hours to travel from Penang to Kuala Lumpur by train when the electrified double-track project
(EDTP) is completed.

Once operational, commuters can have breakfast in Penang, lunch in KL and return to the island for dinner, all in the same day.
Currently, the train journey between the destinations takes about nine hours.

The RM12.4bil stretch from Ipoh to Padang Besar, undertaken by MMC-Gamuda, is now 5% completed and expected to be ready on
Jan 7, 2013. It will link up to the Rawang line.


“Once completed, modern trains with heavier loadings can run on the flatter, straighter alignment at a speed of up to 160kph,”
said MMC-Gamuda JV Project director Datuk Azmi Mat Nor.

He said RM10bil had been invested in double tracking the Klang Valley and from Rawang to Ipoh.

“The EDTP can be the backbone for future commuter services in the northern area, similar to the Klang Valley commuter services,” he added.

“It will only take about 90 minutes to travel from Penang to Ipoh by train when the project is completed, compared to about four hours
now,” he told newsmen during a site inspection yesterday.

Azmi said the alignment for the 329km Ipoh-Padang Besar double-track project cuts across the four northern states of Penang, Perak,
Kedah and Perlis.

“We are working closely with the four state governments and they are very helpful,” he said.

“We do not foresee much problem for the next five years as 70% of land needed for the project is owned by Keretapi Tanah Melayu Berhad
(KTMB).”

Azmi said rail transport in the country currently had a market share of just 3%, compared to road transport which commanded 89% share.

“Over-reliance on road transport is unsustainable, especially during congestion on expressways and festive seasons,” he added.

Azmi said that up to RM3bil worth of construction packages had been awarded to contractors, of which RM1.6bil had been given to
deserving bumiputra contractors. About 700 sub-contractors were involved in the project.

He said a further RM2bil worth of projects would be awarded in stages.

Azmi said the EDTP was an extensive infrastructure project which would transform the existing single-track line from Johor Baru to
Padang Besar to electrified double tracks, covering a distance of 968km.

"In addition to hiring 5,000 professionals and 12,000 sub-professional staff, the project will also see over 100,000 skilled and unskilled workers engaged," MMC-Gamuda JV director Datuk Azmi Mat Nor told a media briefing in Bukit Mertajam, Penang, yesterday.

He said since the company took possession of the sites across Perak, Penang, Kedah and Perlis on January 8, work has been on schedule.

MMC-Gamuda will brief the state governments and local authorities on the progress of the project in their respective states and its benefits.

The infrastructure works in the four northern states include over 196km of railway tracks, stations, depots, halts, yards and bridges, while the system works comprise the relocation of existing services, electrification systems, signalling and communication systems.

MMC-Gamuda has given out RM3 billion worth of construction packages.

"Of the total, up to RM1.6 billion has been awarded to Bumiputera contractors that fulfilled three main criteria of being genuine and having
hands-on management experience, capable contractors that have positive track records for both financial and technical, and able to offer
competitive pricing via a tender system," Azmi added.

The KL-Ipoh commuter train service, slated to start this year, will be operational only in early 2010, Transport Minister Datuk Ong Tee Keat said today.

Since the approval to buy new trains was only given recently, it would take at least another two years for the trains to arrive, he said.

“We have ordered the new trains,” he told reporters after his visit to the KTM Berhad head office at KL Sentral.

The journey between Kuala Lumpur and Ipoh, which will take two hours and 15 minutes, will start from KL Sentral with stops in Rawang, Tanjong Malim, Tapah, Kampar and Batu Gajah before reaching Ipoh.

The service will be available only after completion of the ongoing RM4.3 billion Rawang-Ipoh double-track project which started in 2001.

However, the project was bogged down by delays since 2003 following changes involving an earlier consortium tasked with implementing the project.

To date, 98 per cent of the project has been completed and contractors are now in the final phase of testing the electricity cables.

Proposal For Outer Ring Railway Service Being Considered

KUALA LUMPUR, April 17 (Bernama) -- Transport Minister Datuk Ong Tee Keat said the government is currently considering Keretapi Tanah Melayu Bhd (KTMB)'s proposal for an outer ring railway service, which was re-submitted before the new Cabinet was formed this year.

The idea which was mooted in 2004 to ease the traffic congestion in Klang Valley, is being pushed by KTMB again for the Ninth Malaysia Plan mid term review.

"This is one project KTMB has been pushing on progressively. The proposed tracks are expected to be linked to the existing frame in the Klang Valley to create an integrated rail transportation system," he said.

However, the budget dimension for the project has not been discussed yet, the minister told reporters after his working visit to the KTMB office here.

The proposal is a circular loop of elevated railtracks encompassing the Kuala Lumpur city, which will link Sentul, Sungai Buloh or Kepong, Kelana Jaya, Batu Tiga, Bukit Jalil, Bandar Tasik Selatan, Cheras, Ampang and Sentul timur, estimated to be around 60km to 70km, said KTMB managing director Datuk Mohd Salleh Abdullah.

"This project needs to be reviewed, and this time the ministry is taking a serious look at it.

"We always wanted the circular one, that must be different from the existing (route), we need that integration so that people do not have to pass to Kuala Lumpur or do interchange in other stations," he rationalised.

Asked on when they expect to hear from the government, Mohd Salleh said: "It has to be approved by the Transport Ministry, Economic Planning Unit and Finance Ministry, so we expect by next year. They would decide whether they want to consider doing the feasibility study.

He said if the government agrees to do the study, an outside consultant will be appointed to do it.

Asked on how many stations they plan to build, Mohd Salleh said it would depend on the outcome of the study.

However, he did not deny that such a move to integrate transportation is a big challenge for the government.

"Such integration must be subsidised by the government, because if you expect private sector, they would just be looking at the profit level.

"We have to have a good public transportation system, you need it in ten year or twenty years down the road, when cars on roads increase," said Mohd Salleh.

KTM Adding Five Commuter Trains In Two Years

KUALA LUMPUR, April 28 (Bernama) -- Keretapi Tanah Melayu Berhad (KTMB) has bought five new sets of commuter trains expected to be received within the next two years in an effort to improve services.

KTMB Commuter Service general manager Mohd Zain Taha said the additional sets were to make up for the shortage, with only 35 sets left out of the total 50.

"Fifteen sets of the commuter trains which have been sent for repairs are old, with problems like faulty air-conditioning and engines.

"The repairs will take time because some spareparts have to be imported or are no longer in the market. So we have to find other sources," he said when contacted by Bernama here Monday.

Mohd Zain said the train sets in active operation still needed to be taken to the depot regularly for checks and maintenance, hence causing the train journeys to be rescheduled and resulting in delays of up to 20 minutes at times.

However, he said KTMB informed commuters about every train delay or cancellation of service to enable them to decide whether to wait or take alternative transport.

"The station master can also change the date on the paid ticket which can be used on another day."

Mohd Zain said KTMB would like to apologise to its commuters for the delays or cancellation of service, in response to such complaints from commuters of late.

He said KTMB was trying its best to provide efficient service to the public, including carrying out daily train maintenance work to avoid breakdowns that caused delays and cancellations.

KTMB depot is for repairs

EVEN if a train has to be sold as scrap, KTM Bhd (KTMB) has to follow procedures because it is a government entity.

Transport Minister Datuk Ong Tee Keat said this after visiting the KTMB train depot in Sentul following media reports that it was being used as a train graveyard with Komuter trains being cannibalised or waiting to be sold as scrap.

KTMB managing director Datuk Mohd Salleh Abdullah explained that the depot in Sentul was meant for repairs or maintenance work and that it was necessary to have a storage area or stabling yard.

“Also, if we do not have the parts available to repair trains, we will use the parts from existing trains that are not in use. This is normal procedure,” he added.

Mohd Salleh said the use of the word graveyard or cannibalised was inaccurate.

Ong said that there were delays in the repair or overhaul of KTMB’s trains as 15 trains were to have been delivered in July.

“However, the contractor said that only three can be delivered conditionally, meaning that they have not been fixed completely.”

Ong said contractors ought to take the job of repairing trains seriously and to deliver them on time as this was a matter of public concern, adding that KTM Komuter’s on time arrival rate was at 80%.

Mohd Salleh added that KTMB would be looking into rescheduling the KTM Komuter timetable as a result of the delays in the RM170mil overhaul works.

“We are considering changing the frequency of trains from the current 15 minutes during peak hours and 20 minutes during off- peak hours to 20 minutes across the board,” he said.

He said this would mean KTM would only have to use 23 of the 33 existing trains, while the remaining 10 could go for maintenance and repairs or be put on standby.

20 Chinese locomotives KTMB in Troubles

KUALA LUMPUR: twenty locomotives which were bought from China for the use of KTMB are said to face serious technical problems even though they have been in service for less than three years.

The president of Railwaymen Union of Malaya (RUM) claims that at least 11 of the locomotives have to be repaired daily to the extent it disrupts cargo and passenger trains ervices.


"In a day only between five and nine of the locomotives could be used. This forces KTM to rely on 15 locomotives which are rented from India at a rate of USD 1000 (MYR 3200) per train daily," he said during a press conference at the RUM office here.

ALso present were his vice president Hairudin Hashim, Secretary-general Jaafar Alias and assistan secretary general R Subramaniam.

The high-powered locomotives of type Class 29, which could haul 2500 tons of cargo, were brought in in 2005.

The purchase of the locomotives worth USD 58m (MYR 220m) was made based on the trade of 110,000 tons of local palm oil with China.

The signing ceremony for the design, manufacture, delivery and testing of 20 units of the locomotives between the Government of Malaysia and
China Railway Communication Company Limited (CRC) was done in putrajaya in December 2003.


Prior to the pruchase, KTM had 20 units of Blue Tiger locomotives built by General Electric (GE) from Germany and the purchase of the diesel electric locomotives from China gives KTM a total of 40 locomotives in 2005.

Abdul Razak was baffled as to why the locomotives are riddled with problems when they have been in service for less than three years, when compared to the fairly reliable Class 26 blue Tigers which are giving excellent service despite having been in service for more than five years.

He claims the locomotives from China which are also known as 'Dalian Loco', do not meet the specifications meted out by KTMB.

He also claims the the technology transfer process from China is in difficulty because of communication problems.

He hopes the government will consider the quality of the equipment bought and not just the low price.

"We see that the given goods the quality is like that of night market if the tender is cheap...the approach to save cost by buying cheap is illogical " he said.

Kota Damansara-Cheras rail line right on track

PETALING JAYA: More than one million Klang Valley residents will benefit from the much awaited new Kota Damansara-Cheras rail transit line.

The Government had earlier said the new line and extensions should be ready by 2012. Sources said with the average construction period taking three to four years, work would have to start by the end of this year.

The 40km route covers some of the most densely populated areas in the Klang Valley such as Damansara and Cheras as well as the fast growing area of Kota Damansara.

It will also serve the heart of the Golden Triangle, the business and financial hub of Kuala Lumpur.

Currently, the area is only served by KL Monorail, which is already suffering from overcrowding.

The new line, which sources said would cost between RM4bil and RM5bil and will be mostly elevated, will provide the much needed expansion to the current 56km, 48-station light rail transit network, especially in view of the rising fuel prices and the new emphasis on public transport.

The line was announced in October 2006 by Deputy Prime Minister Datuk Seri Najib Tun Razak but little has been heard about it since then.

The alignment, made available to The Star, showed the new line running from Kota Damansara along Persiaran Surian to the Damansara-Puchong Expressway and then heading towards the city centre along the Sprint Expressway, through Bangsar Baru and Jalan Bangsar.

It will then run parallel to the existing Kelana Jaya LRT line (formerly Putra-LRT) to KL Sentral, Pasar Seni and Masjid Jamek before heading to the Golden Triangle along Jalan Raja Chulan.

The route will then pass Pasar Rakyat in Bukit Bintang and then Jalan Tun Razak where it will join Jalan Cheras.

It will continue along the road and the Cheras-Kajang Expressway to the Balakong interchange near Cheras Batu 11.

Passengers will be able to switch with the existing Kelana Jaya LRT line at Bangsar, KL Sentral, Pasar Seni and Masjid Jamek; and the Ampang LRT line (formerly Star-LRT) at Masjid Jamek and Maluri.

There will be around 30 stations along the line, including the interchange stations.

Sources said the route was a “desktop alignment” which would form the basis for the eventual line. The number of stations has also not been finalised.

The final alignment and number of stations is unlikely to vary in any major way from the “desktop” plan.

As with the other lines, the new line will be owned by Syarikat Prasarana Negara Bhd and operated by RapidKL.

While the Government has yet to announce when work will begin on the new line, sources pointed to the “positive statements” by Second Finance Minister Tan Sri Nor Mohamed Yakcop after a briefing session with Backbenchers last Thursday.

Nor had announced that public transport would be getting more incentives, allocations and assistance in Budget 2009 and future budgets.

Sources said the Government was also currently conducting the mid-term review of the 9th Malaysia Plan and there were concerted efforts to get the new line in.

Besides the new line, the Government is also trying to get extensions to the Kelana Jaya and Ampang Lines started.

The extensions will cover Subang Jaya, USJ, Kinrara and Puchong and meet at Putra Heights.

ล่าสุด ได้ข่าวว่าจะขยายบริการ Kl Kommute จาก Sentul ไป ถ้ำบาตู และ จาก Rasa ไป Tanjung Malim ที่ตั้งวิทยาลัยครูแห่งรัฐสลังงอ

จากนั้น จะเร่ง รางคู่ติดระบบไฟฟ้า จาก อิโปห์ ไป ปาดังเบซาร์ และ Seremban ไปชุมทางเกมัส
