160 million USD to upgrade Viet Nams busiest railway section

Ha Noi (VNA) Some 160 million USD will be earmarked for a project to upgrade Viet Nams busiest railway section linking the Yen Vien station, in outskirts of Ha Noi, to northern border Lao Cai province, said the Viet Nam Railway Corporation.
To the figure, the Asian Development Bank (ADB), the French Development Agency and the French General Directorate of Treasury and Economic Policy (DGTPE) will contribute 60 million USD, 41 million USD and 39 million USD, respectively, as official development assistance (ODA) capital.
The remaining will 20 Million USD come from Viet Nam .
According to the Railway Corporation, the 285 km section is part of the railway route connecting Viet Nams Hai Phong port with Chinas Yunnan province, and also part of the extended traffic network of the Mekong subregion and the Singapore-Kunming (China) railway route that are expected to be completed by 2015.
The upgrading of the more-than-100-year-old section, which sees 20-22 train trips everyday, aims to increase its capacity to 5 million passengers and 7.5 million tonnes of cargo per year by 2020.
The project will start in 2008 to improve 71 bridges, stations, stores and road-bed and build new stations, and will be completed by 2012.-Enditem

VietNamNet Bridge - The government has agreed to inject VND5,000 billion (about US$312 million) into a project restoring the Thap Cham-Da Lat railway system, one of the unique mountain railways in the world.
The 84 km long railway linking Phan Rang-Thap Cham city in Ninh Thuan Province and Da Lat city in Lam Dong province will be restored from 2007 to 2015.
The French-built railway was opened in 1928. But this line was destroyed in the war and abandoned in the late 1960s. Seven kilometers of the track between Da Lat and Trai Mat has been reconstructed and operated for tourism purpose since 1997. Currently, the station is one of the attractive tourist destinations in Da Lat.
The Da Lat railway station was recognized as a national historical and cultural site in 2001. And it was also considered the nicest ancient railway station in all Indochina.
The government also allowed the private sector to take part in the re-construction of the railway, as the entire railway will be restored to its original state.
Once finished, the railway is expected to boost tourism in Lam Dong, Ninh Thuan as well as coastal central provinces.
VietNamNet Bridge - The Government has agreed to restore the Thap Cham-Da Lat Railway, one of the unique mountain railways around the world.
Opened in 1928, the 84 km Thap Cham-Da Lat Railway linking the Central Highlands city of Da Lat with the coastal areas in central provinces was closed shortly after due to the lack of economic efficiency.
Currently, 7 km of the route, from Da Lat to Trai Mat, are put into use to serve tourists. There are four trains operational daily, providing services to hundreds of tourists.
The Government also allowed the private sector to take part in the re-construction of the railway, as the entire railway will be restored to its original state.
A more contemporary text is the 'Song of the building of the railway'. The French colonial government constructed a railway from Hanoi to Kunming via Jinghong (Chengrung) between 1900 and 1909, with the help of 'coolies'. As many as one million people are said to have died in the building of this railway due to insufficient food, malaria etc. The 'coolies' were predominantly mountain peoples, especially Adzjaw Akha. They still have a song about it:
"If you want to have your iron road, we are happy to ride on it too some day. One day we will ride on it, as you will be far away.
Now we die and you ride; one day we will ride and you will die; would you mind, iron road? (Perot, 1909; Adzjaw, 1979).
Hanoi Times It is among the few remnants of the original rolling stock left over from the Cham Tower Da Lat route, o­ne of the worlds oldest cogwheel railroads.
Once restored, the Cham Tower Da Lat route in the central highlands will be o­ne of the worlds two oldest cogwheel railroad lines along with a Swiss counterpart.
A cogwheel system is designed for steep slopes and has a locomotive with a center cogwheel that engages with a cogged center rail.
The Da Lat line is o­nly 84 km long but since it was set up in a dangerous area of high mountains and tortuous slopes, it took French and Swiss designers years to design and build it. It was mooted in 1900 and construction began eight years later.
The segment which includes the Dran iron bridge, located in Lam Dong Provinces Don Duong District, was completed in 1925.Three years later, the Cham Tower Da Lat route opened to traffic.The most expensive part of the project was the 14-km stretch of cogged central line.
The operation of trains came to a halt in 1968 because of the war, resumed in 1975 after the countrys reunification, but, due to its low profitability was finally stopped. Sold as scrap
Once operations o­n the route were halted, most of the cogwheel system and the Dran iron bridge were dismantled and sold as scrap.The Cham Tower Da Lat route passed into legend.
After the Vietnamese Railway Union sold two Swiss-made Puka steam locomotives in 1988 to a Swiss partner, just o­ne Japanese engine is left from the original system.
It is now in Da Lat station.Made in 1936, it runs o­n firewood.The station also has a toothed-wheel cargo car made in Germany in 1930.
Designed by French architects Moncet and Reveron and built in 1936, the station has three roofs representing the top of Langbiang mountain, the symbol of Da Lat.In 2006 it was recognized as a national historical monument.
Many historical documents describe Da Lat station as the oldest and most beautiful in Indochina.
The Transport Ministry recently asked the government to restore the Cham Tower Da Lat railroad route (สาย ทับจาม - ดาลัต).Once approved, the project, to cost some VND 5 trillion (US$312 million), will be completed in 2015. (กว่าจะซ่อมเสร็จ ก็ปี 2558 หมดเงินไป 5 ล้านล้านด่อง)

Hanoi Times The Ministry of Transport is determined to restructure the railway infrastructure with several large projects to be kicked off in 2008.
One of them is the North South express railway, the biggest project of the railway sector so far. Minister of Transport Ho Nghia Dung recently asked the Vietnam Railway Corporation to immediately implement this project.
The railway will have a total length of 1,630km, with total investment capital of up to US$ 32.6 billion. Trains will run o*n this railway at average speed of 200 to 300km per hour, thus the time from Hanoi to HCM City will o*nly be 10 hours.
A project to rebuild 44 railway bridges o*n the North South railway at a total cost of nearly VND3.8 trillion will be carried out this year, which will help shorten traveling time of trains by 2 hours.
The Vietnam Railway Corporation is compiling a report o*n Hanois Long Bien Bridge upgrade. The project will be implemented in two phases, totaling five years and at a cost of Euro150 million.
This year the railway sector will also survey and design the Hanoi Yen Vien Ngoc Hoi suspension railway route. In the first phase, over VND 19 trillion will be invested in building the railway from Gia Lam station to Giap Bat station. In the second phase, the section from Yen Vien to Gia Lam and from Giap Bat to Ngoc Hoi will be installed. However, survey and design will be conducted from now to 2012, so the project will completed in 2017.
A VND 2.6 trillion loan from the Asian Development Bank will be invested in the Yen Vien Lao Cai railway route. Technical survey and design will be performed from June 2008 to September 2009 and the construction will take place from early 2010 to 2012.
The railway from Chua Ve port to DAP Dinh Vu Factory in Hai Phong City will be constructed with a total capital of VND 900 billion, using State capital. This project will debut this year to facilitate goods transportation to the Dinh Vu Industrial Zone and Dap Dinh Vu Factory.
The Transport Ministry also proposed the Government allocate money to reinforce the railway section which passes the Hai Van Pass this year.

US$ 12.9 billion for Hanoi-Vinh highspeed railway section

Hanoi Times The feasibility study (FS) of the North-South Highspeed railway Hanoi-Vinh section, carried out with the Korean Governments non-refundable aid through the Korean International Cooperation Agency (KOICA) was completed, informed the Embassy of the Republic of Korea (RoK) in Vietnam.
The KOICA will coordinate with the Vietnam Railway Administrationthe Ministry of Transport in order to hold a press briefing on May 13 in Hanoi.
The FS transferred to Vietnam is based o*n experience as well as technology that were accumulated in RoKs railway industrial development process. Therefore, it is expected that the FS will be used as a panorama of Vietnams raiway development and modernization, helping railroad become Vietnamese peoples principal means of transport, boosting exchange between the North and the South of Vietnam, Mr. Yoo Yeon Chul- RoK Embassys Counselor said.
The Chung Suk Engineering Company and the RoKs Institute of Railway Technology Research carried out this FS since 2006.
According to the FS, the Hanoi-Vinh highspeed railway section will be shortened 36 km (from 370 km to 334 km) with the standard speed of 167 km an hour. The total expenditure of the project is estimated to be US$ 12.9 billion

12.9 billion USD for Hanoi-Vinh express railway

Hanoi (VNA) A feasibility study for construction of the Hanoi-Vinh portion of the north-south express railway was made public in Hanoi on May 12 by the Ministry of Transport and Communication and the Korea International Cooperation Agency (KOICA).
The total investment for the Hanoi-Vinh express railway was estimated at 12.9 billion USD. It will be 334 km long, 36 km shorter than the existing railway.
The railway is designed for standard speed at 167 km per hour, reducing traveling time between Hanoi and Vinh to two hours.
The Republic of Korea Government , through KOICA, over the past four years helped Vietnam work out the feasibility studies for construction of the Nha Trang-Ho Chi Minh City and Hanoi-Vinh double railways.-Enditem
Hanoi Noibai railway proposed

Hanoi Times - The Railway Corporation of Vietnam (VRWC) has submitted a proposal to build a direct railway from Hanoi station to Terminal1 & Terminal 2 (T1 & T2) of Noi Bai International Airport to the Ministry of Transport.
According to VRWC, air freight has been growing annually at about 10% and by 2010 T1 & T2 of Noibai International Airport will receive some 3 million international visitors as well as 3.3 million local travelers every year to become a regional aviation gateway. The number of arrivals and departures is expected to double the current numbers by 2020.
A wide range of industrial zones and supermarket chains in Dong Anh district will precipitate a rise in the number of travelers traversing back and forth for shopping and work. Currently, the o*nly way to get from the city center to the airport is the Thang Long Noibai Highway. The project will help ease the flow of goods and travelers between the destinations and its construction is in accordance with the Comprehensive Railway and Transportation Plan to 2020 approved by the Prime Minister.
The planned route: Hanoi Van Dien Ha Dong Phu Dien Thang Long Bridge Kim No Bac Hong Noibai, is expected to reduce traffic pressure for the surrounding areas and create a healthy transportation system for Hanoi in the future.
The projects contractor the Railway Corporation of Vietnam expects to receive capital for the project from the Governments annual budget. The project document is expected to be completed and submitted to the government in the 4th quarter of 2008.

Travellers shun trains for foreign cars

Rail passengers travelling from Vinh to Hanoi. The number of rail passengers has decreases on average by 5-8 per cent annually since 2006.
Fewer travellers are choosing to take the train these days, as the railway industry faces strong competition from more modern means of transportation, the Viet Nam Railway Corporation recently revealed.
According to the corporation, the mean number of passengers carried via railway decreased by an average of 5-8 per cent annually since 2006, especially o*n trains travelling between provinces.
The number of passengers in 2007 was down 1 per cent over the previous year. In the first quarter of this year the number was down 2 per cent over the same period last year.
As transportation trends are making sea, air, and road transport more attractive, the railway industry may fall into a crisis, as new highways and airline companies continue to blossom.
Vu Ta Tung, general director of the Sai Gon Railway Transport Co, said that trains have traditionally offered convenience and safety. However, these two advantages are now becoming more common in other transport means.
With more and more cars imported into the country, and the construction of new highways, passengers have a greater choice of convenient and safe travel methods, which was o*nly available before by train.
With little investment in the railway sector's infrastructure, and as the worn-out trains continue to run, the railway sector will need to develop a long-term strategy for development.
With old-fashioned technology, Tung noted that they still require money to maintain the equipment.
To attract more passengers, Tung suggested that the different units of the Viet Nam Railway Corp need to fix their ticket prices.
\In 2008, the Viet Nam Railway Corp was hoping to achieve a year-on-year increase of least 10 per cent in revenue and 15 per cent in the number of passengers.
The railway network consists of seven lines with a total length of 2,632 km. All lines consists of a single track, most have a metre gauge, with a few standard gauges and double gauges approaching the Chinese border. There are over 1,800 bridges covering 57,044m, 39 tunnels covering 11,513m and 281 stations.
The Viet Nam Railway Corp is the sole supplier of rail services in Vietnam. The average passenger train load in Vietnam is around 370 passengers, and average freight load is around 225 tonnes.
