1.5 Years, Only 4% Progress on Ban Phai-Nakhon Phanom Double-Track Railway
Contractors Cite Sporadic Land Delivery
55 Million Baht/Day Fine if Not Completed by Early 2027
The State Railway of Thailand's (SRT) new double-track railway project in the Northeast, connecting Ban Phai to Nakhon Phanom (355 km, 66.8 billion baht budget), is significantly behind schedule. Currently, only 4.84% of the project is complete, a 16% delay.
Contractors claim the SRT has not delivered continuous stretches of land (at least 5 km) for construction, hindering the deployment of labor and machinery. The SRT, however, states that 60-70% of the land has been handed over, with ample space for work. They aim to deliver all land by 2067. The project involves land expropriation in Khon Kaen, Maha Sarakham, Roi Et, Yasothon, Mukdahan, and Nakhon Phanom provinces (around 8,000 plots, 15,000 rai, 1 billion baht budget).
SRT Urges Progress
The SRT is pressuring contractors to expedite work. The project has a 4-year construction timeline:
* Contract 1 (27 billion baht): Completion target: February 2027.
* Contract 2 (28.3 billion baht): Completion target: March 2027.
* Service launch: Within 2027.
**Penalties for Delays**
Failure to meet deadlines will result in a 0.1% daily fine on the construction cost:
* Contract 1: Approximately 27 million baht/day.
* Contract 2: Approximately 28 million baht/day.
Optimism Remains
With almost 3 years left, there's still time for contractors to catch up. Some have temporarily diverted labor to the Lopburi-Pak Nam Pho double-track project (Northern Line) to ensure its timely completion by October 2067. The SRT believes that once the Northern Line is finished, the Northeastern Line's construction will accelerate.
Project Details
The Ban Phai-Nakhon Phanom double-track railway will pass through 70 sub-districts, 16 districts, and 6 provinces. It will have 30 stations (18 stations, 12 stops) and 1 junction. The track will be both at-grade and elevated, with 3 freight yards and 3 container depots. A maintenance facility at Phu Lek Station (Khon Kaen) will handle light and medium repairs, while heavy repairs will be done at the Uttaradit depot. The project includes 81 overpasses and 245 underpasses.
