INDONESIA: Having completed a feasibility study last year, Russian Railways has signed a memorandum of understanding with the Governor of East Kalimantan province to assist with the development of a proposed US$2·4bn coal railway on the island of Borneo.
Construction could begin next year, with the 185 km first phase from the port of Balikpapan to Kutai Barat regency opening in 2017 at a cost of US$1·7bn. A US$0·7bn second phase would extend this 60 km to Murung Raya regency in Central Kalimantan.

After construction of the Trans-Java railroad along the northern coastal highway (Pantura) is complete in 2014, Indonesia will begin building bullet trainsmuch like the Shinkansen in Japanconnecting the business centres of Jakarta and Surabaya by a three-hour trip, a senior official has said.
"A bullet-train network will create a belt that will boost economic growth in cities along the network, as in Japan, Deputy Transportation Minister Bambang Susantono said.
The total cost of constructing the train, called Argo Cahaya, was projected to reach 2,100 billion yen (US$25.79 billion) including taxes, land acquisition and consultancy services, he said.
As the project is so costly, he said, the government would be working with the private sector.
The Argo Cahaya would run on a 685-kilometre track called the Java High-Speed Railway that would be built for, and exclusively used by, Argo Cahaya trains.
It would stop at nine major stations; Manggarai in Jakarta, Cikampek, Cirebon, Tegal, Pekalongan, Poncol in Semarang, Gambringan, Cepu and Pasarturi in Surabaya. The maintenance depots would be located in Karawang, Cirebon, Semarang and Surabaya. :
"It will take only three hours to travel from Jakarta to Surabaya, and vice versa, Bambang said.
The project would take nine years; three years to design, five years for construction and a year for test runs. According to a study from the ministry and Japan, each bullet train would consist of eight coaches and able to transport 600 people. Later the train would have 12 coaches to meet higher demand.
The ministrys acting spokesman, J.A Barata, said that the ministry was still seeking partners who could work with them on the project.
However, he said that the government was optimistic that the project would go ahead because as a country with one of the strongest economic growth rates in the world, fast and efficient transportation was essential.
"We are confident that local companies will be able to supply the raw materials to construct this project, he said. He also said that the bullet train would help the country reduce fuel consumption and aviation carbon emissions as well.
If everything went smoothly, the bullet trains would start operations in 2022, he said.
Indonesia is currently finishing the 780 kilometre Trans-Java railroad at a cost of around 6.5 trillion rupiah ($708 million). The Transportation Ministry said that nearly 70 per cent of the project had been finished.
