Sources said that among the 5 consortiums that intend to bid for the 60 billion ringgit Kuala Lumpur-Singapore High Speed Rail (HSR), many of them have already negotiated with potential partners to undertake this mega infrastructure project.
"The Edge", a financial weekly reported that the five consortiums are: MMC Corporation controlled by Tan Sri Syed Mokhtar, WCT Holdings (WCT, 9679, main board construction group) controlled by Tan Sri Desmond Lim Siew Choon, and YTL Corporation (YTL, 4677, the main board utility group), Tan Sri Vincent Tan's success group (BJCORP, 3395, the main board industrial product service group) and Malaysian Resources Corporation Berhad (MRCB) (MRCB, 1651, the main board industry group).
At least two of the companies are already in high-level talks with Chinese state-owned companies about potential partners, another appears to be leaning toward a Japanese conglomerate, and the remaining two are awaiting further details from the government.
It is understood that Berjaya Group has held high-level discussions with Sino-hydro Corp; while YTL Corporation is said to be negotiating with CRRC Corp, the world's largest rolling stock manufacturer, as a potential partner for the high-speed rail project.
YTL Corporation, Berjaya and WCT Holdings did not respond to emailed inquiries.
MRCB and WCT Holdings are awaiting clearer details from the government. However, MRCB and China Communications Construction (CCCC) have cooperated in local construction projects in the past, and the market speculates that they may join forces again.
MMC is understood to be seeking a Japanese partner.
According to sources, China Railway Construction Corporation (CRCC) intends to find a local partner.
The Edge reported last month that the government had met with five consortiums seeking requests for information (RFIs) to seek advice and provide information. It is understood that following the RFI phase and assessment of the concept proposal, the government will conduct a detailed feasibility study.
