Does any viewer know what its location was (coordinates please --- I can't find ดอยงาช้าง) and what its purpose was?

ดอยงาช้าง (Doi Nga Chang = ivory mountain) is one of mountains in Khun Tan Range (เทือกเขาขุนตาน), with 1,300 metre above sea level.
Its location is on Khun Tan Railway Tunnel (18.491747,99.264871).

However, I still don't know the function of the railway tower.

Here is some information about Doi Nga Chang

During the reign of King Chulalongkorn Rama V when a railway line connecting the central region to the northern region of Siam was being built, a rail tunnel passing through the Doi Nga Chang of the Khun Tan Range that barred the line from Lampang towards Lamphun provinces was dug. The construction of the tunnel started in 1907. Due to all the harshness and difficulties in the remote region which contained thick jungles and high mountains areas full of infectious diseases, the construction of the line to reach its final destination in Chiang Mai was completed in 1920.

More likely the temporary tower for observing air raid near Khun Tan station around Do Nga Chang

I think this tower may be constructed on the top of Doi Nga Chang , to used to be benchmark for constructing Khun Tan tunnel. Because of long distance of Khun Tan tunnel that make the engineer decided to construct the tunnel from both sides and aimed to meet each other at the middle point. So that it was necessary to have the reference point to make the tunnel construction from both sides go to the right direction, that may be the objective of this tower. Idea

Just for record purposes, there was another tower on Khun Tan:

This photo appears in the Chiang Mai University (CMU) webpage: Observation tower on the mountain at Khun Tan Tunnel. The purpose of this tower is unclear, just as is the tower pictured in the OP. The CMU page does include a good summary of information about the Khun Tan Tunnel.
