In this clip, we'll ride a train and check out the construction of a high-speed railway. At the end of May, it rained heavily in the morning. Luckily, while we were sitting, it lightened up a bit, though it was still drizzling.
We rode on commuter train 339, our usual. It left Rangsit at 6:03 a.m. today.
### Contract Updates:
**Contract 4-2 Don Mueang-Navanakorn - Unique Engineering:**
- From Rangsit to Navanakorn, work is progressing. Compared to April, there's been continuous development.
**Contract 4-3 Navanakorn-Ban Pho - Joint Venture CAN Group:**
- There's ongoing progress. Work is visible in the areas of Khlong Phutsa, Bang Pa-in, and Ban Pho.
**Contract 4-4 Chiang Rak Noi Maintenance Center - Italian-Thai PCL:**
- The building's pilings are being constructed. While passing by on the train, we couldn't see clearly, but we noticed a lot of crane activity and constant piling work.
**Contract 4-5 Ban Pho-Phra Kaew - Boonchai Panich Co., Ltd.:**
- This is near Ayutthaya Station and still in negotiation with UNESCO regarding the construction plans.
**Contract 4-6 Phra Kaew-Saraburi:**
- Today, we observed construction up to the 3 Phachi Na intersections. This is early in the contract before reaching the Ban Don Klang bus stop. Service areas have been established on the east side (our right-hand side if heading towards Saraburi). Continuous work is seen past Phra Kaew Station to Ban Phachi Junction, with significant progress since April.
How is the high-speed rail project connecting the three airports progressing? Why has it been five years since the contract was signed, yet construction has not started?

Demolition of Disputed Building Next to Sima Thani Hotel Begins for Korat High-Speed Rail Construction, One Building Still Refuses to Move

On May 28, at the disputed area next to Sima Thani Hotel in Mueang District, Nakhon Ratchasima Province, officials from the State Railway of Thailand (SRT) brought machinery and workers to demolish 60 commercial buildings after regaining the area from tenants. The area was then handed over to the civil engineering department to remove the assets from the system and transfer it to the special project construction department. This is for the contractor, SPTK Joint Venture Co., Ltd., to carry out the high-speed rail construction project for Phase 1, Bangkok-Nakhon Ratchasima, Contract 3-5, involving earthworks and elevated structures from Khok Kruat to Nakhon Ratchasima, covering 13.69 kilometers. The project includes the construction of a three-story high-speed rail station in Nakhon Ratchasima, with the first floor being the entrance and waiting area, the second floor for ticket sales and long-distance train platforms, and the third floor for high-speed rail platforms. The budget for this project is 7,750 million baht. For safety and convenience during the operation, the road next to Sima Thani Hotel will be permanently closed for building demolition and foundation construction of the elevated bridge. This does not involve the demolition of Sima Thani Bridge. We apologize for the inconvenience caused to traffic.
Meanwhile, the projects public relations officers, bored pile control engineers, and safety officers, along with SRTs signaling officers, cleared the area at the end of the Surawichai community and discussed with the residents about the piling operations to avoid any impact. The community has been very cooperative. The project has marked the construction boundaries as a "danger zone" to prevent unauthorized individuals from entering.
Regarding the 35 commercial buildings on the west side of Nakhon Ratchasima Railway Station on Mookmontri Road, opposite Wat Samorai, the tenants have agreed to move out, and the contractor has started demolishing the buildings, except for one. This remaining building is a lottery and amulet shop. Despite mediation efforts, the sub-tenant has refused to move and is demanding compensation, insisting on legal action.
This has become an obstacle, preventing machinery from fully accessing the area, which is part of the construction site for the three-story railway station. Therefore, the demolition has been delayed. SRT staff working in the historic railway station building from the reign of King Rama V, which is 124 years old, have moved materials to a temporary building nearby. Additionally, the contractor has started relocating the signaling equipment from the existing dual-track railway to a temporary office in containers to prepare for the demolition of the old station building. The progress of the project for Contract 3-5 shows a plan achievement of 14.310%, while actual work progress is at 7.072%, indicating a delay.

The State Railway of Thailand (SRT) board has approved an extension of construction timelines for two civil works contracts under the Thai-Chinese high-speed rail project, compensating for delays in site handover to contractors.
Mr. Anan Phonimdaeng, SRT Deputy Governor, revealed that the SRT board meeting chaired by Mr. Chirut Wisanchit on May 23, 2024, passed a resolution approving the extension of contract durations and amendments to construction contracts for the cooperation project between the governments of Thailand and China in developing a high-speed rail system connecting Bangkok and Nong Khai (Phase 1: Bangkok - Nakhon Ratchasima section), covering two contracts.
Contract 4-3, civil works for the Nava Nakhon - Ban Pho section (23 km, budget 11,525 million baht), awarded to a joint venture of CAN (China State Construction Co., Ltd.), A.S. Associated Engineering (1964), and Naowarat Pattanakarn PLC, has been extended by 163 days, with the completion date now being January 23, 2025, instead of August 13, 2024. As of April 2024, the cumulative workload stood at 31.560%, a delay of 67.190% (against the planned 98.750%).
Contract 4-4, civil works for the Chiang Rak Noi Maintenance Center (budget 6,573 million baht), awarded to Italian-Thai PCL, has been extended by 355 days, with the new completion date being August 31, 2026, instead of September 10, 2025. As of April 2024, the cumulative workload was 10.444%, a delay of 53.326% (against the planned 63.770%).
The contractors are required to submit detailed construction plans and schedules aligning with the extended timelines, without any rights to claim additional expenses, compensation, or benefits. The contract extensions will not incur additional costs for the Control Consultant (CSC), Project Management Consultant (PMC), or the SRT, nor will they impact other ongoing projects.
Previously, the SRT board had approved a 431-day extension for Contract 3-2 (Muak Lek and Lam Takhong tunnels, 12.23 km, budget 4,279 million baht), with the new completion date being June 7, 2025, instead of April 3, 2024, due to delays in site handover in the Khlong Phai and Lam Takong tunnel areas. Naowarat Pattanakarn PLC is the contractor for this contract.

Construction of High-Speed Railway from Bangkok to Nakhon Ratchasima Moves Forward | Monitor Situation | May 31, 2024
State Railway of Thailand (SRT) officials are expediting the clearing of land and the demolition of commercial buildings along the construction route of the high-speed railway project from Bangkok to Nakhon Ratchasima in Korat city. Previously, disputes with residents who refused to relocate caused delays in the project's timeline.
