Public to Petition Administrative Court and Demonstrate During Mobile Cabinet Meeting
Nakhon Ratchasima: At the northern railway crossing on Suebsiri Road, within Nakhon Ratchasima Municipality, Mr. Praphit Nuamkoksung, Advisor to the Nakhon Ratchasima Urban Community Committee, along with Mr. Rangsarn Inthrachathorn, former member of the Nakhon Ratchasima Chamber of Commerce, Mrs. Amornrat Tudapradit, former head of Nong Phai Lom Subdistrict, and Mr. Udom Soysangphan, representing local businesses near the Simathani Bridge, met with those affected by the double-track railway construction project. They held banners reading "Demolish Simathani Bridge, Elevate the Double-Track Railway for Korat's Economy" and "Elevation Only" to gather support from passing motorists.
Mr. Praphit explained that in 2015, after learning about the double-track railway construction plan at ground level, which involved building fences and overpasses dividing the city into two parts, a negative impact on the city's economy and way of life was anticipated. Discussions were held with business leaders, community leaders, local government organizations, and residents. Campaigns with vinyl banners and symbolic T-shirts were initiated to demand the railway be elevated through the city. In 2017, Prime Minister Prayut Chan-o-cha, during a mobile cabinet meeting, agreed and promised the residents that the railway would be elevated. By 2019, all sectors in Korat unanimously supported the elevated railway plan, including demolishing the Simathani Bridge and elevating the section passing through the 2nd Army Area at Suranaree Camp to over 5 meters high to allow large vehicles to pass.
Recently, in mid-May, the Ministry of Transport reconsidered and decided against the elevation plan, citing various reasons. This prompted the public to unite and call for action; otherwise, the future double-track railway through the city would disrupt overall economic activities, especially along Suebsiri Road and the southern entrance of the city, which sees tens of thousands of vehicles daily. This could lead to significant economic and traffic crises.
On June 11, Deputy Minister of Transport, Mr. Surapong Piyachot, will chair a meeting to discuss the construction plan with 16 district MPs and relevant central and regional agencies. If the conclusion contradicts the unanimous approval and the resolution of the Subcommittee on Land Traffic Management of Nakhon Ratchasima Province (LTMN), the public intends to seek justice by petitioning the Administrative Court of Nakhon Ratchasima and planning a demonstration to coincide with the mobile cabinet meeting on July 1-2.

Double-Track Railway and New Rail Lines: Expanding the Network to 6,926 km

The State Railway of Thailand (SRT) has been accelerating the development of long-distance railway projects, particularly double-track and new rail lines. This initiative is a key government policy aimed at shifting transportation from roads to railways.
Recently, the SRT has been upgrading the current rail network, mostly single-track, to double-track to enhance rail transport services, accommodating the expected increase in passengers and freight in the future. Currently, Thailands long-distance railway system operates on a meter-gauge track, spanning 4,044 km. In 2018, 91% of this was single-track, and 6% was double-track. The goal is to adjust this to 33% single-track and 65% double-track by 2024.

2. Lopburi - Pak Nam Pho (148 km including 32 km Tha Wung bypass at 20,679 million Baht) - 86.2% done to be opened in 2025
3. Nakhon Pathom - Hua Hin including the new station building for Nakhon Pathom, Ratchaburi, Phetburi and elevated station of Hua Hin (169 km at 18,502 million Baht) - 98.4% done
4. Prachub Khirikhan - Chumporn including the new station building for Prachuab Khirikhan and Chumporn (167 km at 14,935 million Baht) - 98.7% done - opening Ban Khoo Bua - Sa Plee on 15 December 2023 with the rest to be one by the end of 2024
Planned Double-Track Projects (Phase 2) on 7 routes:
1. Khon Kaen-Nong Khai (167 km at 29,748 million Baht) Cabinet approval issued 16 October 2023 - in TOR drafting process, ready for bidding in June 2024 Construction to begin in 2024.
2. Pak Nam Pho-Den Chai including the new elevated tracks and new tunnel (280.5 km at 81,143 million Baht) await for new budget approval before drafting TOR
3. Hat Yai-Padang Besar (45 km at 7,900 million Baht) await for new budget approval before drafting TOR
4. Thanon Jira Junction-Ubon Ratchathani (308 km at 44,103 million Baht) Project 2-4 have been approved by SRT Board await for new budget approval before drafting TOR after being rejected by MoT
5. Chumphon-Surat Thani excluding new station of Chumporn (168 km at 24,294 million Baht)
6. Surat Thani-Hat Yai-Songkhla at the new Chong Khao tunnel and revival of Songkla line (321 km at 67,459 million Baht)
7. Den Chai-Chiang Mai including the new tunnels and new bypass routes to avoid steep tracks and sharp curves (189 km at 56,837 million Baht) - Project 5-7 still waiting for EIA clearance and approval by SRT Board
Future Study Plans of 12 new double-track routes, totaling 2,419 km to boost the coverage from 47 provinces to 61 provinces suhch as:
1. New Double-Track Projects (Northern and Northeastern Lines) on 2 routes :
1.1. Den Chai-Chiang Rai-Chiang Khong (323.1 km at 85,345 million Baht) 6.6% complete, operational by 2028.
1.2. Ban Phai-Mukdahan-Nakhon Phanom (354.784 km at 66,848 million Baht) 2.3% complete, operational by 2027.
2. the 10 new future lines
2.1. Mae Sot-Tak-Kamphaeng Phet-Nakhon Sawan => with the distance of 250 km and started at Pak Nam Pho station. This will be started once EIA clearance has been issued and Peace is back to Myanmar
2.2. Nakhon Sawan-Ban Phai, Khon Kaen => 304 km including the new junction to connect with Kaeng Khoi - Bua Yai bypass near Chaturat station and 2 new tunnels (8 km and 3.3 km)
2.3. Ubon Ratchathani-Chong Mek => 87 km => seriously considered only after Lao - China Railway have constructed further to Pak Xe.
2.4. Kanchanaburi-Ban Phachi Junction, Ayutthaya => double tracking from Tha Kilen to Nong Pladuk with the new bypass between Khao Poon and Tha Ruea Noy along with double tracking from Nong Pladuk to Suphanburi and the new line from Sakae Yang Moo to Ban Phachi => effectively realizing the new cargo bypass route for North - Isan to Southern line
2.5. Kanchanaburi-Ban Nam Pu Ron => 36 km new line from Tha Kilen to Phu Nam Ron - better wait until Peace is back to Myanmar before reviving
2.6. Map Ta Phut-Rayong-Chanthaburi-Trat - the line starts Ban Chang to avoid the issue with the industrial estate in Map Ta Phut - to be considered ONLY after realizing double tracking from Sri Racha to Map Ta Phut
2.7. Chumphon-Ranong => to be changed from Laem Rin - Kuan hin Muy - Pha To - Ranong
2.8. Surat Thani-Don Sak => following Highway 44 from Khao Ploo all the way to Don Sak Ferry Pier
2.9. Surat Thani-Tha Nun, Phang Nga => to be realized first as the main track including the new chord line - need to serve palm oil plantation

The Ministry of Transport has ordered the State Railway of Thailand (SRT) to create visuals to confirm that the Sima Thani Bridge will not be demolished during the construction of the double-track railway from Map Kabao to Jira Road Junction in Nakhon Ratchasima.
On June 11, Deputy Transport Minister Suraphong Piyachote revealed that he had discussed construction guidelines for the double-track railway with the SRT, provincial governor, Provincial Administrative Organization representatives, members of the House of Representatives, Chamber of Commerce, and Federation of Thai Industries. The meeting aimed to explain the appropriateness and feasibility of the double-track railway project passing through Nakhon Ratchasima city.
The construction guidelines stipulate an 8-meter high elevated walkway for the entire section of the railway passing through Nakhon Ratchasima city. The walkway will not divide the city and will have underpasses to facilitate travel for people on both sides of the railway. Construction will not cause flooding in the city.
The SRT has clarified that there are two approaches for the section of the railway passing near the Sima Thani Bridge:
1. An elevated railway could pass under the Sima Thani Bridge, lowering for a short section before rising again. This approach would preserve the bridge.
2. An elevated railway could cross over the Sima Thani Bridge without demolishing it. However, this approach may impact the Bangkok-Nakhon Ratchasima high-speed rail project, as the high-speed train would need to stop at Korat Station. This could necessitate relocating the Korat station or raising the railway over the station.
The SRT has been instructed to design visuals for both approaches to provide Nakhon Ratchasima Province leaders with a clear picture of the project and to communicate with the public.
