20 August 2024: Start selling the bidding forms for 169-km Khon Kaen - Nong khai double tracking project with the price tag of 28,719.94 million Baht before the bidding for contractors on 21 August 2024 with a hope to get the winner signing the contract in December 2024 before issuing the NTP to work in early 2025 to be done in December 2027.
The construction starts at km 454+000 at the northern end of KHon Khon Kaen station yard to km 623 + 000 at the foot of the Friendship Bridge. This project consists of 159.5 km at Grade and 9.5 km elevated track with 15 stations and 2 halts with high platforms. There will be 3 container yard at None Sa Ad (for Northern part of Khon Kaen - 10500 sq. m.), Nong Takai (for Udonthani - 21,750 sq. m. to serve Udonthani Industrial estate), and Na Tha (19,000 sq. m. to serve Nong Khai and Lao - China railway) with small maintainance center at Nong Khai. No more level crossing and there will need for 184 Rai (29.44 Hectares) land expropriation with the budget for land expropriation of 369 million Baht

4 big contractors "Sino-Thai/CH. Karnchang/Unique/CH. Thavee" submitted bids for the double-track railway phase 2 "Khon Kaen-Nong Khai" worth 28.7 billion baht. SRT will check qualifications and technical proposals and announce the results in October.
On August 21, Mr. Ekrarat Sriarayanpong, Head of the State Railway of Thailand (SRT) Governor's Office, revealed that following the SRT's invitation and issuance of bidding documents for the construction of the double-track railway phase 2, Khon Kaen-Nong Khai section, requiring private companies to submit proposals and bid prices through the electronic government procurement system (E-bidding), and submit additional technical proposals to the SRT at the Burachat Meeting Room, Krung Thep Aphiwat Central Terminal on August 21, 2023, it was found that there were 4 interested bidders:
1. Sino-Thai Engineering and Construction Public Company Limited
2. CH. Karnchang Public Company Limited
3. Unique Engineering and Construction Public Company Limited
4. CH. Thavee - AAS Joint Venture
For the next step, the SRT will verify the qualifications of the bidders and their technical proposals. Once approved, the list of names will be submitted to the SRT Board for consideration and approval of the results, and the winner of the bid will be announced on the SRT website www.railway.co.th around October 2023. Then, the SRT will sign a contract with the winning bidder to proceed with the work.
Mr. Ekarat added that the double-track railway project, Khon Kaen-Nong Khai section, is a phase 2 project that the SRT is implementing following the Cabinet resolution on October 16, 2023. It involves the construction of a new railway track parallel to the existing one, with a total distance of approximately 167 kilometers. It includes 14 stations, 4 stops, 4 freight yards, and 1 military loading yard, along with the installation of signaling and telecommunication systems throughout the route. The construction budget is 28,719,940,000 baht.
This route is an important one connecting from the Thanon Chira Junction-Khon Kaen section, passing through Udon Thani province, and ending at Nong Khai station. It will complete the double-track railway system in the upper northeastern region, enhancing the capacity of rail transport services for both freight and passengers, reducing logistics costs, shortening travel time by 1-1.50 hours, saving fuel, and reducing environmental pollution.
It will also improve safety and reduce the risk of accidents at level crossings between trains and cars. This aligns with the policy of Mr. Surapong Piyachoti, Deputy Minister of Transport, who instructed the SRT to expedite the construction of double-track railways and new railway lines nationwide to increase the efficiency of the rail transport system, making it the main transportation system of the country and facilitating travel for people, as well as connecting freight transport across all regions. This is a crucial part of supporting the economic and tourism growth of the country.
Surapong is set to propose 9 new rail projects to the new Cabinet, expecting to auction the second phase of the double-track railway and the second phase of the Thai-Chinese high-speed rail by the end of the year.

Mr. Surapong Piyachoti, Deputy Minister of Transport, revealed that the Ministry of Transport has rail projects ready to be presented to the new Cabinet meeting for approval, including 6 double-track railway projects, phase 2, with a total value of 297,926 million baht, which the State Railway of Thailand (SRT) has already proposed to the Ministry of Transport. Currently, the Ministry of Transport has sent letters to the Bureau of Budget, the National Economic and Social Development Council (NESDC), and the Ministry of Finance to seek their opinions for consideration.
The 6 double-track railway projects, phase 2, are:
1. Double-track railway, route Thanon Chira Junction - Ubon Ratchathani, distance 307.60 km, investment budget 44,095.36 million baht.
2. Double-track railway, route Pak Nam Pho - Den Chai, distance 280.54 km, investment budget 81,143.24 million baht.
3. Double-track railway, route Hat Yai Junction - Padang Besar, distance 44.50 km, investment budget 7,772.90 million baht.
4. Double-track railway, route Chumphon - Surat Thani, distance 168.20 km, investment budget 30,422.53 million baht.
5. Double-track railway, route Surat Thani - Hat Yai Junction - Songkhla, distance 321.00 km, investment budget 66,270.51 million baht.
6. Double-track railway, route Den Chai - Chiang Mai, distance 189.00 km, investment budget 68,222.14 million baht.
In addition, there is the Dark Red Line Suburban Railway Project, Rangsit - Thammasat University, Rangsit Center route, distance 8.84 km, investment budget 6,473.98 million baht, which will be presented to the Cabinet to request a review of the previous Cabinet resolution and adjust the budget framework. Also, the Light Red Line Suburban Railway Project, Siriraj - Taling Chan - Salaya route, total distance 20.5 km, project budget 15,176.21 million baht, which is a combination of 2 red line projects: Taling Chan - Salaya route and 3 additional stations (Rama 6 Bridge Station, Bang Kruai - Electricity Generating Authority of Thailand Station, and Ban Chim Phli Station) and the Light Red Line, Taling Chan - Siriraj route.
Finally, the High-Speed Rail Project to connect regions, Bangkok - Nong Khai route (Phase 2, Nakhon Ratchasima - Nong Khai section), distance 357.12 km, investment value 341,351.42 million baht.
Mr. Surapong said that if the Cabinet approves, it is expected to enter the bidding process by the end of 2024, especially the second phase of the double-track railway project, which will make the railway network complete and seamlessly connected, helping to make rail transport more efficient.
