The Department of Rail Transport (DRT) held a meeting to conclude that the Khlong Phaiphai railway tunnel collapse was caused by weak and unstable rock conditions. The collapse occurred at a point where shale and siltstone layers were mixed. The DRT has ordered 5 additional measures to prevent recurrence, including real-time monitoring of tunnel wall movement.
On September 10, 2023, Mr. Phichet Khunnathammarak, Director-General of the DRT, chaired the first meeting of the Committee for the Analysis of the Causes of Railway Accidents and Incidents in 2023. The meeting was attended by rail system experts, representatives from the National Science and Technology Development Agency, the Thailand Institute of Rail Technology Research and Development, the Engineering Council of Thailand, and the Engineering Institute of Thailand under the Royal Patronage. Representatives from the State Railway of Thailand (SRT)'s Special Projects and Construction Division, along with the consulting firms and contractors for the high-speed rail construction contract 3-2, Muak Lek and Lam Takhong tunnels, also attended the meeting to provide clarification.
The Committee for the Analysis of the Causes of Railway Accidents and Incidents is responsible for analyzing the causes of railway accidents and incidents and proposing preventive measures to the relevant authorities to ensure safety and prevent recurrence of such incidents. Therefore, this committee is not intended to find fault and the results of the analysis report should not be used as a legal reference. However, finding fault is the responsibility of the investigating officer in charge of the case, while the breach of contract is the responsibility of the SRT.
Previously, Mr. Surapong Piyachoti, Deputy Minister of Transport, assigned the SRT to appoint a fact-finding committee chaired by the Chief Engineer of the Special Projects and Construction Division of the SRT.
Mr. Phichet said that the committee was informed by the SRT representatives that on Saturday, August 24, 2023, at approximately 11:00 PM, construction workers were transporting soil out of the Khlong Phaiphai tunnel when rocks collapsed from the top of the tunnel roof near the Khlong Phaiphai tunnel exit, between kilometers 189+410 and 189+454. The collapse resulted in the deaths of 3 foreign male workers, along with 2 pieces of machinery. The meeting also discussed the cause of the landslide inside the Khlong Phaiphai tunnel. It was found that the tunnel section between kilometers 189+390 and 189+460, a distance of 110 meters, is located on a left curve with a radius of 2,000 meters and a slope of 6.3 millimeters per 1,000 millimeters (6.3%). The area also has unfavorable geological conditions, with the surrounding rock classified as Vb (Very Poor Rock) due to severe cracks and weathering of weak rock layers. Some parts are weathered into breccia and clay, and there is uneven weathering. The rock pressure values are also uneven, and the overall stability is poor.
The section between kilometers 188+590 and 189+460, a distance of 870 meters, is located in an area with shale mixed with siltstone layers. There are fractured rock masses with well-developed cracks, and the surrounding rock is classified as Vb. The water content is moderate, and the tunnel floor elevation is lower than the water level of the Lam Takhong reservoir. The soil layer above the tunnel is thin, and there are weak interbedded rock layers, which tend to cause water to seep into the tunnel. The roof can collapse, and rocks can easily fall during tunnel construction, especially during the rainy season. Excavation must be carried out mainly using machinery to reduce disturbance and minimize risks to the surrounding rocks. Reinforcement measures such as initial support, lock rock bolts, and other measures should be implemented.
The "Khlong Phaiphai Tunnel Risk Assessment Report" from June 2022 specified measures to control the risk of collapse (tunnel roof collapse). The tunnel was constructed using the Three Bench Method with seven steps and the Temporary Inverted Arch method with three levels. Additional measures such as initial support and lock bolt installation were implemented. These measures must be used for areas with surrounding V-type rocks. In areas with developed cracks, the spacing of steel ribs must be reduced appropriately.
In addition, the section between kilometers 187+650 and 189+565 (the collapse zone) must be reinforced with grouting. High-risk areas must be constructed strictly according to the construction procedures specified in the design to prevent further expansion of construction risks. During construction, additional inspections and measurements of the support system must be conducted. Analysis of monitoring and survey results should be used to understand the movement of surrounding rocks and support as quickly as possible to implement effective measures and adjust initial support in a timely manner, and to proceed with lining construction. Construction can only continue after the construction risks have been assessed and mitigated, and full approval has been obtained from the consulting and design units.
Mr. Phichet said that the meeting considered information from the site visit and technical data collection related to the construction, including geological reports, method statements, and shop drawings. The conclusion was that the cause may be due to geological variability, which resulted in the area, characterized by weak and unstable rocks, not having sufficient structural strength. This could lead to collapse or failure of the rocks above the tunnel, causing the tunnel section under construction with the first lining (consisting of steel ribs, reinforcement, and shotcrete) to be unable to support the weight and collapse.
The committee believes that tunnel construction is a highly specialized task with a risk of accidents during construction. Therefore, it is appropriate to consider implementing measures to prevent recurrence of such incidents:
1. Monitor tunnel wall convergence and face using techniques that provide results as close to real-time as possible.
2. Use automatic multipoint extensometers installed above the tunnel crown in areas with low overburden to obtain real-time movement data for monitoring.
3. Before any work in the tunnel, ensure strict control and review of work procedures by the supervisor, and have a geologist on-site to provide advice throughout the construction process.
4. During any work in the tunnel, fully implement the method statement, especially in high-risk areas identified in the risk assessment report.
5. If there is evidence to believe that the construction is in an area with significant changes in geological structural characteristics, such as fault zones, the work procedures and monitoring methods must be reviewed to align with the observed geological characteristics.
The Muak Lek and Lam Takhong tunnel construction under contract 3-2 of the Bangkok - Nakhon Ratchasima high-speed rail project currently has a progress of 77.09%, which is 2.71% ahead of schedule. The contract is set to end on June 14, 2025. However, due to the landslide inside the tunnel, the Ministry of Transport has instructed the SRT to halt construction until the SRT's fact-finding investigation is complete. The SRT will be responsible for considering further actions under the contract, including potential extensions due to the work stoppage caused by the incident.

The State Railway of Thailand's (SRT) new director, Veeris Ammarapala, has been told to complete the high-speed Sino-Thai railway project by the first quarter of next year.
Transport Minister Suriya Jungrungreangkit said on Wednesday Mr Veeris will lay down his policies to the SRT by early next month now the cabinet has approved his appointment.
He said Mr Veeris's main goals include clearing the SRT's 230-billion-baht debt and changing the main mode of logistics transport from road to rail as the government favours rail transport.
The Transport Ministry has also told the SRT to quickly look for a private bidder who will complete the second phase of the double-track railway project worth 298 billion baht, which consists of six routes, said Mr Suriya.
In addition, he said the ministry will accelerate construction of the 356-kilometre Nakhon Ratchasima-Nong Khai section of the Sino-Thai high-speed railway project worth 341.35 billion baht so it will be completed within the first quarter of next year.
The SRT will be responsible for looking for a private company that will be granted the concession to operate the railway.
"In 2025, Thailand and China will celebrate 50 years of diplomatic relations.
"Therefore, the SRT must complete both phases of the Sino-Thai high-speed railway project quickly," said the minister.
Mr Suriya said the project's first phase includes the 250-kilometre section linking Bangkok and Nakhon Ratchasima while the Nakhon Ratchasima-Nong Khai section is part of the second phase.
Both sections of the rail project are expected to become operational some time in 2028.
High-Speed Rail Construction Update: Kaeng Khoi - Muak Lek
In this video, we explore the High-Speed Rail construction progress between Kaeng Khoi and Muak Lek. This section includes Contract 3-1 (Kaeng Khoi-Klang Dong), constructed by Italian-Thai Development Public Company Limited, and Contract 3-2 (Tunnels 1, 2, and 3), constructed by Nawarat Development Public Company Limited.
We'll visit seven key points along the route:
Kaeng Khoi Junction: This is the starting point of Contract 3-1 and the CY (Container Yard) area. It intersects with Contract 4-7 (Saraburi-Kaeng Khoi). Access is currently restricted due to ongoing work in the CY area.
Railway Bridge Crossing: This point showcases the area where a new railway bridge will cross the existing line near Chinee Village. Teams are actively clearing the area and constructing piers.
Wat Thap Kwang: Near Wat Thap Kwang, approximately 3 km before Map Kabao Station, pile casting and drilling operations are underway.
Map Kabao Station: While access to the station area is limited, the construction plan is visible. Soil analysis was conducted previously by a drilling team.
Pha Sadet: Here, a bridge will be built across the existing railway tracks and into Tunnel 1. Construction of the running path from the Map Kabao tunnel is in progress, and soil drilling for analysis is being conducted before pile driving.
Hin Lap Tunnel Entrance: Construction continues on the tunnel section towards Tunnel 3.
Naval Air Force Academy, Nawamin: At this location, pile driving and casting are taking place for a bridge across the Mok Lek basin.

We're starting at Muak Lek Station and heading towards the end of Contract 3-1, specifically Section 2, Pang Asok-Bandai Ma, about 1 km before Ban Dai Ma Station. This is where it will connect with Contract 3-3, Bandai Ma-Lam Takhong.
I'll be taking you down to the construction site to see some key points.
From Muak Lek Station, we'll continue past Wat Nam Phu and towards the factory that will be expropriated. Phase 1 clearing has been underway for several months now, and there's ongoing excavation and soil analysis along the route.
Although access is restricted in October, we'll survey the area from the perimeter. We'll use the red and white expropriation markers placed outside the railway area as reference points for future updates. This clip will focus on the section where the new line will cut straight to meet Contract 3-3, bypassing the existing route for about 3 km.
Since we didn't take the train for this trip, we'll be going through the fields and the lush forest that's thriving at the end of the rainy season.
As of the end of September, the overall progress for Contract 3-1 (30.21 km), handled by the ITD and CREC joint venture number 10, is at 0.94%.
Continuing from the previous clip, we're heading to Contract 3-3, Pak Chong to Lam Takong, in mid-October. We'll stop by and check out the water level in Lam Takong, then travel along the original Mittraphap Road.

In this clip, we take a train journey to experience the morning atmosphere, traveling from Bandai Ma Station to Lam Takhong Dam just as the sun begins to rise. We'll witness the unique beauty of the late rainy season transitioning into early cold season. The scenery is particularly stunning at Lam Takhong Dam, where you'll see morning fog blanketing Motorway No. 6 on the Khao Yai Thiang side, all from the vantage point of the railway track.
In the previous clip about Contract 3-3, we explored the starting point of the contract at Bandai Ma. Construction, however, will be focused on the new station and the area where the beam is being constructed over the railway track before reaching the dam.
This clip was filmed early in the project, so we haven't yet entered the construction area.

Update on the Ayutthaya High-Speed Rail Station's Heritage Impact Assessment (HIA)
Hoping for UNESCO's Approval After a 5-Day Site Survey, Boonchai Panich Awaits Suriya's Decision
The State Railway of Thailand (SRT) Governor, Mr. Wirith Amrapal, revealed that he has been closely monitoring and expediting the progress of various key SRT projects since assuming his position on September 19th, 2024. He found that some projects are facing obstacles, hindering further progress. One such project is the Thai-Chinese high-speed railway Phase 1 (Bangkok-Nakhon Ratchasima), where 2 out of 14 contracts remain unsigned:
1. Contract 4-1 (Bang Sue-Don Mueang section, 15.21 km): Awaiting amendments to the joint investment agreement for the high-speed rail project linking three airports (Don Mueang-Suvarnabhumi-U-Tapao) due to overlapping infrastructure.
2. Contract 4-5 (Ban Pho-Phra Kaeo section, 13.3 km): The SRT is preparing to propose the scope of a site visit to consult on the Heritage Impact Assessment (HIA) report for the Ayutthaya station. This consultation involves experts from the World Heritage Committee's advisory body regarding the impact assessment on the Ayutthaya Historical Park. The proposal will be submitted to the Fine Arts Department and the Office of Natural Resources and Environmental Policy and Planning (ONEP) the coordinating unit for the World Heritage Convention for consideration and further coordination with the World Heritage Center, based on the opinions of the Fine Arts Department and ONEP. It is expected that a definite date for the experts' site visit will be set within November 2024.
"Dailynews Transportation Innovation News Team" reported that experts from the World Heritage Committee's advisory body are expected to arrive in Thailand and conduct a 5-day site visit to the Ayutthaya Historical Park. They will review the HIA report, focusing on the connection between the Ayutthaya Historical Park and the high-speed rail station. They will also provide advice and technical perspectives on preserving the value of the Ayutthaya Historical Park, located approximately 1.5 km from the high-speed railway construction site. The SRT has adjusted its plan after the experts postponed their initial site visit and rescheduled it. However, it is expected that the HIA report issue will be finalized within 2024.
Regarding the signing of Contract 4-5 (Ban Pho-Phra Kaeo section) between the SRT and Boonchai Panich (1979) Co., Ltd., the contractor for the railway and Ayutthaya station construction, the Deputy Minister of Transport, Mr. Surapong Piyachote, had previously ordered the SRT to sign the contract with the contractor within October 2024. However, due to the Ministry of Transport's restructuring of its supervision of various departments, the SRT now falls under the direct supervision of Deputy Prime Minister and Minister of Transport, Mr. Suriya Jungrungreangkit, instead of Mr. Surapong. Therefore, the contract signing must be reported to Mr. Suriya for his acknowledgement before proceeding. It is expected that the contract will be signed soon, with Boonchai Panich maintaining the original bid price of 10.325 billion baht.
Overview of the Thai-Chinese High-Speed Railway Project:
Phase 1 of the Thai-Chinese high-speed railway (Bangkok-Nakhon Ratchasima), spanning 357 km with a budget of 140 billion baht, is Thailand's first high-speed rail project. Construction began in 2017. As of October 25th, 2024, the project has achieved 36.94% progress, with a delay of 37.83%. Two contracts have been completed, 10 are under construction, and 2 await signing. Notably, Contract 2.3, concerning the railway system, electrical and mechanical systems, train procurement, and personnel training, with a budget of 50.633 billion baht, has progressed only 0.95%, facing the most significant delay of 56.91%. The SRT maintains its latest revised target of opening Phase 1 for service in 2028.
