The policy mandates the State Railway of Thailand (SRT) and the Rail Technology Research and Development Institute (RTRI) to produce locomotives and trains using their own technology, "Made in Thailand, Built in Thailand," to support the future expansion of Thailand's long-distance rail network to 7,500 kilometers (km) from the current total distance of approximately 4,044 km. This also presents an opportunity to develop into a train manufacturer for export to other countries.
Recently, Mr. Chulatep Khachonchaiyagul, Director of the Rail Technology Research and Development Institute (RTRI), stated that RTRI's main mission is to develop rail technology to build Thailand's rail industry. They expect this industry to be a new industry that will help drive the country's economy and enhance Thailand's capabilities to become a center for the rail industry in the ASEAN region. Therefore, preparing personnel to feed into the rail industry is an important matter that needs to be expedited, especially raising awareness among young people who will be the main force of this industry in the future.
The first mission aims to produce the first prototype train within 2026. Initially, it will be a diesel multiple unit (DMU) before starting the first phase of production of 50 units in the next 3 years. They have a leading Italian company, Blue Engineering S.r.l, as a consultant. Blue Engineering is a leading company in design and engineering for train manufacturing and has a history of developing the railway industry for many countries around the world. Recently, RTRI has submitted a plan to the Office of the National Economic and Social Development Council (NESDC) for consideration. Once approved, it will be presented to the Ministry of Transport to be proposed at the Cabinet meeting for the 2026 budget.
Mr. Chulatep said that now is the right time to develop the rail vehicle manufacturing industry. This is because the Thai automotive industry is being affected by the technological transition from internal combustion engines to electric vehicles. Therefore, creating a rail industry using Thai technology can help solve the economic and social impact. This industry will be a new engine to drive the country's economy, enabling RTRI to collaborate with these Thai automotive manufacturers to allow the Thai automotive industry to move forward.
"If everything goes according to plan, we will definitely see the first prototype train. In addition to Thai people getting to use quality trains, the cost of the train is expected to be about 20% cheaper than imported trains, which currently cost 140-150 million baht per unit."
Ms. Proudputh Liptapanlop, Executive Director of Proud Group, stated that the company has consistently promoted tourism in Hua Hin. This includes developing man-made attractions such as water parks and shopping malls, and organizing events throughout the year. With the completion of the Bangkok-Hua Hin double-track railway, Proud Group recognizes the potential of this new mode of transportation.
This railway offers an alternative to car travel, benefiting the environment and promoting green tourism. It also adds a new dimension to Hua Hin tourism, providing a unique travel experience for friends and families. Passengers can relive the classic journey to Hua Hin, a popular seaside resort town that originally gained prominence due to the railway's establishment.
Proud Group has obtained permission from the State Railway of Thailand to construct a connecting pathway from the Holiday Inn Vana Nava Hua Hin hotel to Nong Kae train station by leasing land from the SRT. This will enhance convenience for tourists visiting Hua Hin, allowing easy access to attractions like the Vana Nava Sky rooftop bar, the highest bar in Hua Hin, and the Vana Nava Water Jungle water park.
In the future, tourists can travel to the hotel by train, disembarking at Nong Kae station and reaching the hotel within 200 meters. The hotel will provide buggy services and luggage handling for guests' convenience.
This connecting pathway also provides access to popular local attractions such as Khao Takiab beach, the fishing village, and Cicada Market, all within 700 meters or a 15-minute walk.
The pathway is now complete and ready for use in November 2024. Reservations will be open to guests of Holiday Inn Vana Nava Hua Hin, Vana Nava Water Jungle, and InterContinental Hua Hin Resort, as well as the general public, free of charge. The service will operate from January 4th to March 31st, 2025.
Orders SRT and SRTET to study design technology from Turkey
Manager Daily 360 - Suriyan examines Turkish and Italian models for domestic train and locomotive production. He orders the SRT and SRTET, in collaboration with the Ministry of Industry, to study and adapt the technology for use in Thailand. The goal is to produce trains domestically, replacing imports, and reducing costs. He reveals plans for double-track and high-speed rail, driving increased demand and supporting the establishment of a Thai factory.
Deputy Prime Minister and Minister of Transport, Suriyan Juangroongruangkit, revealed that he traveled to meet with the Deputy Minister of Transport and Infrastructure of Turkey and H.E. Mr. Osman Boyraz, CEO of TRASA, a state enterprise under the supervision of the Turkish Ministry of Transport and Infrastructure, in Sakarya, Turkey. He visited to observe their approach to train design, production, and technology transfer for domestic train manufacturing.
TRASA collaborates in developing train production technology with leading global transportation technology companies such as HYUNDAI, ALSTOM, and SIEMENS. Under the Turkish government's Eleventh Development Plan (2019-2023), Turkey aims to develop domestic train production, reduce imports, and emphasize the use of domestic parts and materials.
Furthermore, there is cooperation with the Italian company Blue Engineering S.p.L. After starting train production lines in 2023, TRASA developed a 160 km/h electric train according to European standards and delivered it to the State Railways of the Republic of Turkey for service. As a result of this development, train production in Turkey has become 20% cheaper than importing from abroad, and the use of domestically produced components has increased from 10% to 75%. TRASA also aims to produce a total of 56 trains (280 cars) by 2030.
Suriyan said that the Ministry of Transport has a policy to promote rail transport as the main mode of transportation for the country. This will reduce the country's transportation costs and be environmentally friendly, in line with the government's policy to develop large-scale infrastructure projects (Mega Projects). He has assigned the Rail Technology Research and Development Institute (SRTET) to work with the State Railway of Thailand (SRT) and the Ministry of Industry to apply the knowledge learned from Turkey to accelerate the production of trains and locomotives in Thailand, replacing imports from abroad. This will ensure the sustainable development of the country's rail transport services.
Currently, the Ministry of Transport is developing double-track railway projects, high-speed trains, and several urban rail lines. This is to develop infrastructure in parallel with economic growth and elevate Thailand as a regional transportation hub. This will lead to a significant increase in Thailand's demand for locomotives and trains. Therefore, it is necessary to push for Thailand to have the ability to design and manufacture trains domestically with modern technology and world-class standards. This will result in lower production and maintenance costs compared to imports. It will also enable production to meet the specific needs of the SRT and accommodate domestic and international orders.
"Thailand is a hub for automobile production in the Asian region and has high production potential. This provides readiness in terms of raw materials, skilled labor, and experience to produce parts and components for the rail industry. If a train factory is established in Thailand, it will be a new business that will generate sustainable income for the SRT. It will also lead to the development of domestic train parts and component manufacturers, adapting and developing Thailand's strong automobile parts manufacturers for the rail industry, and creating a complete supply chain for the Thai industry. The use of local content from Thai manufacturers will help create a new S-curve economy for the country."
TRASA has 3 train production and repair plants located in Sakarya, Eskişehir, and Sivas. It also has 2 research centers in Sakarya and Eskişehir. The company has a total area of 400,000 square meters and currently employs 4,000 people.

The "Thai-made Train" team supports the policy of "manufacturing train sets and locomotives" in Thailand. They highlight "Beyond Horizon," the first prototype passenger carriage in Thailand, as proof that Thais can actually do it. They are preparing to deliver it to the State Railway of Thailand (SRT) for its inaugural run soon and are ready to expand production of passenger carriages, pointing out that Thailand still needs many more. However, advanced technology locomotives will take time.
"Daily News Transportation Innovation News Team" reports that following Deputy Prime Minister and Minister of Transport Suriya Jungrungreangkit's policy for the SRT, the National Rail Technology Research and Development Institute (NRDIT), and the Ministry of Industry to work together to utilize the knowledge and approaches learned from Turkey to produce train sets and locomotives in Thailand by setting up a manufacturing plant in Thailand to replace imports as soon as possible, this policy may affect the Thai-made train project or the production of prototype passenger trains that were carried out earlier in the previous government, which may not continue.
Recently, the "Daily News Transportation Innovation News Team" received information from the Thai-made train project team that, from initial discussions with the SRT, there are plans to expand this project further, but it is still under consideration how to proceed with the expansion in a way that will be most beneficial. As for the Thai-made train "Beyond Horizon," it is considered the first prototype passenger carriage in Thailand under the "Thai First" project, which supports domestic industries and reduces technology imports. Currently, one carriage has been manufactured and tested, including its various systems, and is ready to be delivered to the SRT to be used for passenger service on various routes. There will be an inaugural run soon.
The Thai-made train "Beyond Horizon" has undergone more than 5,000 kilometers of operational testing, meeting international standards, and can be coupled with any train set. It can also match the speed of any train set from 80-120 kilometers per hour (km/h) and can be adjusted to various speed levels. This train is inspired by business class seats on airplanes and first-class seats on high-speed trains. It is 24 meters long, 2.80 meters wide, and has 25 seats, consisting of 8 Super Luxury seats and 17 Luxury seats. Every seat has a personal screen for entertainment and food ordering. There is a robot waiter to deliver food to the seats, a vacuum toilet system, and various amenities, including a train entrance designed to accommodate people with disabilities.
The production of the Thai-made train "Beyond Horizon" is considered a success and proves that Thais can produce train carriages themselves, using approximately 44% local content from Thai manufacturers. This is a starting point that provides a clear picture that the policy of manufacturing trains and locomotives in Thailand can truly happen. The project team is ready to support Minister Suriya's policy because manufacturing trains or locomotives domestically will cost much less than importing. However, manufacturing locomotives domestically is a new endeavor that requires advanced knowledge and technology. Therefore, technology transfer and utilizing knowledge from successful countries for further development is a good thing, but it is expected to take time. In the meantime, whatever can be done first, the project should be continued because Thailand still needs many passenger carriages.
Initially, from discussions about expanding the project with the SRT, there are two formats: 1. Tourist trains, and 2. Long-distance passenger trains. If the SRT allows production, they are ready to proceed immediately, starting from design to the production stage. As for locomotives, they believe that it can be done and is not beyond the capabilities of Thais, but it must be done in sufficient quantities to be worth the investment.
