Summary of the Public Hearing on the Saraburi Railway Elevation Project
Saraburi, Thailand, October 30, 2024: A public hearing was held today in Saraburi province to discuss the proposed elevation of the railway line within Saraburi city. The project aims to alleviate traffic congestion caused by trains crossing the main highway (Phahonyothin Road).
Key takeaways:
* Project Goals: The State Railway of Thailand (SRT) plans to elevate a 7-kilometer section of the existing double-track railway line to eliminate traffic bottlenecks at intersections with Phahonyothin Road and other major roads in Saraburi city. This initiative responds to concerns raised by the Saraburi Chamber of Commerce and local businesses.
* Environmental Impact Assessment: The project will undergo a comprehensive environmental impact assessment (EIA) to identify and mitigate potential environmental consequences. The study area will include a 500-meter radius from the railway line, extending to 1 kilometer for areas with archaeological or historical significance.
* Public Input: The public hearing provided a platform for stakeholders, including government agencies, local communities, and the private sector, to voice their opinions and suggestions. This feedback will be incorporated into the project design and EIA.
* Proposed Design: The elevated railway will begin near the western bypass road and run eastward, passing under the high-speed rail line currently under construction. It will then rise to cross over Phahonyothin Road and other major roads before descending and connecting to the high-speed rail station.
* Community Benefits: The Saraburi Chamber of Commerce proposed developing the area under the elevated railway for public and recreational use, installing noise barriers, and designing the elevated structure to complement the aesthetics of the high-speed rail line. They also suggested improving road connections to markets and government offices and constructing a new railway station with a distinctive architectural design.
Next Steps: The SRT will proceed with detailed design and EIA studies, taking into account the feedback gathered during the public hearing. The project aims to improve traffic flow in Saraburi city while minimizing disruption to communities and the environment.
Lopburi 2 station at Tha Wung is ready for service for rapid trains, express trains and cargo trains. Only local trains, ordinary trains and Commuter trains still use the old Lopburi station at downtown Lopburi city

The contract signing and construction are expected to commence immediately within November, with the aim of opening the service to the public in 2027.
Mr. Weeris Ammarapala, Governor of the State Railway of Thailand (SRT), revealed that the 14th/2024 SRT Board meeting on October 24, 2024, approved the results of the bidding for the second phase of the double-track railway construction project, Khon Kaen-Nong Khai section. The Cho Thavee-AS joint venture, which submitted the lowest bid, was selected as the contractor for the project, valued at 28.6 billion baht, lower than the set median price.

They submitted the lowest bid at 28,679,000,000 baht.
Mr. Weeris further stated that the next step for the SRT is to review the documents. Once completed, they will sign the contract with the Cho Thavee-AS joint venture to proceed with the project immediately. The contract signing is expected to take place in November 2024.
The SRT announced the invitation and sale of bidding documents through the electronic bidding system (E-bidding) for this project on June 21, 2024. Four companies expressed interest and submitted documents:

The Khon Kaen-Nong Khai double-track railway project is a crucial route connecting the Thanon Chira Junction in Khon Kaen province through Udon Thani province and ending at Nong Khai station. It is also part of Thailand's infrastructure development strategy in the first phase of intercity network development (double-track railway development), following the Cabinet's resolution on October 16, 2023.
The project involves constructing a new railway track parallel to the existing one, along with some route adjustments, covering approximately 167 kilometers. It includes 14 stations, 4 stops, 3 cargo yards, and the installation of signaling and telecommunication systems along the entire route. The project is expected to be completed and operational around 2027.
"This route will complete the double-track railway system in the upper northeastern region of Thailand and enhance the potential of rail transport services for both freight and passengers. It will contribute to cost savings in logistics, reduce travel time and fuel consumption, and mitigate environmental pollution. Furthermore, it will improve safety and reduce the risk of accidents at level crossings. This is a significant project that will increase the efficiency of the rail transport system and provide true convenience for the people," said Mr. Weeris.
