Proposal to invest in high-speed railway from Lang Son to Ca Mau

(Dan Tri) - National Assembly delegate Nguyen Quoc Han said that it is necessary to expand the North-South high-speed railway from the starting point of Lang Son to the end point of Ca Mau.

On the afternoon of November 20, the National Assembly discussed in the hall the investment policy for the high-speed railway project on the North-South axis.

Speaking at the discussion, delegate Nguyen Quoc Han (Ca Mau) said that it is necessary to expand the North-South high-speed railway from the starting point of Lang Son to the end point of Ca Mau.

Explaining this proposal, according to Mr. Han, although the northern mountainous region has a lot of potential, due to its remote location and difficult travel, even if the red carpet is rolled out, investors are still not interested.

In the Mekong Delta, Mr. Han said that every day and every hour, they have to witness landslides on river banks, coastlines, etc., taking away houses, infrastructure, and land.

Mr. Han affirmed that the biggest bottleneck in the region is poor transport infrastructure, making it difficult to attract investors.

The delegate said that in the context of limited resources, it is necessary to diversify investment. Accordingly, the 2025-2035 period will invest in the Hanoi - Ho Chi Minh City section; the 2030-2040 period will invest in the remaining sections.

According to the delegate, the extension of the high-speed railway line will help promote synchronous socio-economic development, while also promoting exports. In particular, creating conditions for transporting goods when the deep-water port through Ca Mau and Tran De - Soc Trang port are completed, associated with ensuring national security and defense...

"I hope the National Assembly will pay attention to the border areas of the country so that these areas are not the starting point or the end point of the country, but the destination of investors", the delegate expressed her opinion.

Giving her opinion on this project, delegate Tran Thi Hoa Ry (Bac Lieu) also wished to consider connecting the high-speed railway line in the two northernmost areas of the country, creating conditions for localities to develop, especially in tourism.

According to the delegate, in case resources cannot be arranged, the railway line can be connected to Can Tho. The Mekong Delta is a region with great location, potential and advantages, converging to become a key economic region of the region and the whole country, but has not been promoted commensurately.

Enterprises researching North-South high-speed railway project set a slight business decline target in 2025

Transport Engineering Consulting Corporation - JSC (TEDI, stock code: TED) has just planned its business in 2025 with total expected revenue of VND 1,260 billion and after-tax profit of nearly VND 81 billion, down 2% and 2.2% respectively compared to the estimated performance in 2024.
This content will be submitted by TEDI's Board of Directors to the General Meeting of Shareholders for approval at the 2025 annual meeting.

Based on 9-month data, TEDI estimates total revenue for the whole year of 2024 to reach VND 1,280 billion and net profit to be nearly VND 63 billion, down 16% and 12% respectively compared to 2023. However, the Company has exceeded the revenue target by 5% and the annual profit target by 23%.

In 2025, TEDI aims for total asset value of VND 1,250 billion, up 3.3% compared to VND 1,210 billion in 2024. Total revenue is expected to be VND 1,260 billion, down 2% compared to VND 1,280 billion estimated to be realized this year. Pre-tax profit is expected to reach VND 101 billion, down 5.4% compared to VND 106.8 billion in 2024. Meanwhile, after-tax profit is expected to reach VND 81.45 billion, down slightly by 2.2% compared to VND 83.26 billion last year.

Notably, the parent company's profit is expected to decrease to VND49.42 billion, a decrease of 13.3% compared to VND57 billion in 2024. On the contrary, profits from uncontrolled companies are expected to grow positively, estimated at VND23.46 billion, an increase of more than 15% compared to VND20.38 billion achieved this year.

TEDI is a leading consulting unit, participating in the design of many key traffic projects, including the North-South expressway project.

The company is also the unit in charge of researching the North-South high-speed railway project approved by the National Assembly on November 30, 2024. The route has an estimated investment capital of 67 billion USD, is more than 1,500km long, passes through 20 provinces and cities, starting at Ngoc Hoi station (Hanoi), ending at Thu Thiem station (HCMC).

TEDI currently owns 10 subsidiaries and 2 affiliated units, the main activity of which is construction consulting. The current charter capital is 125 billion VND, with 3 major shareholders including Oriental Consultants Global Co., - Japan (34.99%), Red One infrastructure investment fund (30.11%) and Mr. Pham Huu Son - Chairman of the Board of Directors (8.499%).

National Assembly Chairman Tran Thanh Man signed and issued Resolution No. 172/2024/QH15 on investment policy for the North-South high-speed railway project.

High-speed railway will create development momentum and attract investment for localities.
The National Assembly passed a Resolution on investment in the high-speed railway project on the North-South axis.

The Resolution clearly states that the goal of building a modern and synchronous high-speed railway is to meet transportation needs, create an important driving force for rapid and sustainable socio-economic development, promote advantages on the North-South economic corridor, ensure effective connection of the East-West corridors and countries in the region, associated with ensuring national defense, security and international integration, environmental protection, response to climate change, promoting the process of industrialization and modernization of the country, contributing to realizing the goals and tasks according to the Documents of the 13th National Congress of Delegates and the Resolutions of the Party.

The project has a total route length of about 1,541 km; starting point at Ngoc Hoi station (Hanoi capital), ending point at Thu Thiem station (Ho Chi Minh City), passing through 20 provinces and centrally-run cities.

Scale: new investment in the entire double-track line with a gauge of 1,435 mm, design speed of 350 km/h, load capacity of 22.5 tons/axle; 23 passenger stations, 5 freight stations; vehicles, equipment; high-speed railway for transporting passengers, meeting dual-use requirements for national defense and security, and can transport goods when necessary.

Preliminary total land use demand of the Project is about 10,827 hectares; preliminary resettled population is about 120,836 people.

The preliminary total investment of the Project is 1,713,548 billion dong (2,296,154.320,000 Million Baht or 67,686,221,686.686 US Dollars)

State budget capital allocated in medium-term public investment plans and other legal capital sources.

Implementation progress: prepare feasibility study report from 2025, strive to basically complete the Project by 2035.

The Government is responsible to the National Assembly for organizing the implementation and management of the Project investment in accordance with this Resolution and relevant legal provisions; ensuring the Project is on schedule and of good quality; managing and using capital and resources economically and effectively, preventing corruption, waste and negativity; providing full information so that people understand and agree on the Project investment policy; directing the organization of management, operation, exploitation and maintenance to ensure safety and efficiency.

During the operation and exploitation process, based on proposals from localities, the Prime Minister decided to invest in additional stations in urban areas with high transportation demand.

Localities and Vietnam Electricity Group are responsible to the Government for ensuring the progress and quality of compensation, support, resettlement and sub-projects assigned for implementation. Organize and strengthen specialized project management boards to ensure sufficient capacity to implement project investment management.

Vietnam Railway Corporation takes over management, maintenance of infrastructure and organizes operation and exploitation; mobilizes other enterprises to invest in vehicles; continues to restructure, build a model of management, maintenance of infrastructure to ensure unity, modernity and efficiency; participates in the development of the railway industry.
