รศ.ดร.นพพร กล่าวว่า คณะกรรมการส่งเสริมวิทยาศาสตร์ วิจัยและนวัตกรรม (สกสว.) ซึ่งเป็นหน่วยงานสังกัดกระทรวงการอุดมศึกษา วิทยาศาสตร์ วิจัยและนวัตกรรม (อว.) ตระหนักถึงความสำคัญของการพัฒนาการวิจัยที่สามารถนำไปใช้ประโยชน์เชิงพาณิชย์ (Research Utilization; RU) จึงได้สนับสนุนหน่วยบริหารและจัดการทุนด้านการเพิ่มความสามารถในการแข่งขันของประเทศ (บพช.) โดย แผนงานการท่องเที่ยวและเศรษฐกิจสร้างสรรค์ ซึ่งได้ออกแบบการจัดสรรทุนออกเป็นสองกลุ่มหลัก ได้แก่ กลุ่มการท่องเที่ยวมูลค่าสูงและกลุ่มเศรษฐกิจสร้างสรรค์ ในส่วนของกลุ่มการท่องเที่ยวมูลค่าสูงได้มีการสนับสนุนประเด็นย่อยต่างๆ ได้แก่ การยกระดับการท่องเที่ยวคาร์บอนสุทธิเป็นศูนย์ การยกระดับการท่องเที่ยวเชิงสุขภาพเพื่อรองรับนักท่องเที่ยวคุณภาพสูง และการยกระดับความสามารถในการแข่งขันของอุตสาหกรรมการท่องเที่ยวและบริการ

“โครงการวิจัยนี้ เป็นการบูรณาการระหว่างทั้งสองกลุ่มหลัก คือ การพัฒนาการท่องเที่ยวโดยรถไฟสายเหนือ เพื่อการใช้ประโยชน์เชิงพาณิชย์ ซึ่งเป็นการส่งเสริมเศรษฐกิจสร้างสรรค์ร่วมกับส่งเสริมกิจกรรมการท่องเที่ยวคาร์บอนต่ำ (low carbon tourism) โครงการนี้ได้เริ่มดำเนินการตั้งแต่ปี พ.ศ. 2564 ร่วมกับมหาวิทยาลัยราชภัฏลำปางได้ดำเนินการพัฒนาสินค้าและบริการการท่องเที่ยวโดยรถไฟสายเหนือ ซึ่งการดำเนินงานพบว่าได้รับการตอบรับอย่างดีจากนักท่องเที่ยว เนื่องจากเป็นการท่องเที่ยวที่ปลอดภัย และนักท่องเที่ยวได้รับประสบการณ์ใหม่ในการเดินทางไปสัมผัสประวัติศาสตร์และวัฒนธรรมในเส้นทางรถไฟ จนเป็นการเชื่อมโยงการท่องเที่ยวจากเมืองหลักไปสู่เมืองน่าเที่ยว ตามนโยบาย IGNITE TOURISM THAILAND  นำไปสู่การกระจายรายได้อย่างทั่วถึง”


MHESI Promotes Thai Tourism, Joining Forces with Partners to Launch the First Northeastern Train Route

Mr. Siriwat Pinitpanich, Deputy Governor of Khon Kaen Province, presided over the opening ceremony of the "First Trip" of the Isan train route for commercial use and promotion of the creative economy. The special SRT Royal Blossom train, named "Onsan Isan, Sabai Lifestyle," departed from Khon Kaen Railway Station.

The event was attended by Assoc. Prof. Dr. Nopporn Leeprechanon, Deputy Director of the National Science, Research and Innovation Promotion Agency (TSRI), along with Prof. Dr. Anongrit Khaengrang, Vice President for Research and Innovation of Mahasarakham University, executives from the State Railway of Thailand, representatives from various agencies, and tourists.

Assoc. Prof. Dr. Nopporn stated that the TSRI, an agency under the Ministry of Higher Education, Science, Research and Innovation (MHESI), recognizes the importance of developing research that can be utilized commercially (Research Utilization; RU). Therefore, it has supported the Program Management Unit for Competitiveness (PMUC) through the Tourism and Creative Economy Program, which has designed funding allocation into two main groups: High-Value Tourism and the Creative Economy.

The High-Value Tourism group supports various sub-topics, including upgrading to zero-carbon tourism, upgrading health tourism to accommodate high-quality tourists, and enhancing the competitiveness of the tourism and service industry.

"This research project is an integration of both main groups: the development of tourism by the northern train route for commercial use, which promotes the creative economy along with promoting low-carbon tourism activities. This project has been implemented since 2021 in collaboration with Lampang Rajabhat University to develop tourism products and services by the northern train route. The implementation has been well-received by tourists as it is a safe form of tourism, and tourists gain new experiences in traveling to experience the history and culture along the train route. This leads to connecting tourism from main cities to charming towns, in line with the IGNITE TOURISM THAILAND policy, leading to a widespread distribution of income."
