100 Billion Baht Projects Await Cabinet Green Light by Year-End
The Ministry of Transport is anticipating the Cabinet's approval for four projects worth 109 billion baht by the end of December 2024. These projects include the Bang Khun Thian-Bang Bua Thong motorway, the Don Mueang Tollway extension, and the Red Line extension to Thammasat University Rangsit. In early 2025, nine more projects, including expressways, motorways, double-track railways, and the second phase of the high-speed rail, are expected to be proposed for continuous investment. The first mobile cabinet meeting is expected to approve the second phase of the 10,000 baht digital cash handout.
Suriya Jungrungreangkit, Deputy Prime Minister and Minister of Transport, revealed that the fourth meeting of the committee driving and monitoring key projects under the policies of the Minister of Transport and Deputy Minister of Transport reviewed infrastructure investment projects to be proposed to the Cabinet. Five projects have passed relevant agencies' reviews and are awaiting inclusion in the Cabinet meeting agenda. These projects are expected to receive Cabinet approval by December 2024.
These include two land transport projects:
1. Bang Khun Thian-Bang Bua Thong Expressway (Motorway No. 9, Bangkok Outer Ring Road (West) ): 56.035 billion baht
2. Don Mueang Tollway Extension (Rangsit-Bang Pa-in): 31.358 billion baht
Two rail projects are also included:
1. Red Line Commuter Train Extension (Rangsit-Thammasat University Rangsit Center): 6.47398 billion baht (submitted to the Cabinet for review and budget adjustment)
2. Draft Act on Common Ticket Management System: proposed by the Office of Transport and Traffic Policy and Planning (OTP), expected to be included in the agenda on December 3, 2024.
One air transport project is also on the list:
1. Warehouse Service at Suvarnabhumi Airport: 15.253 billion baht
Nine More Projects to be Proposed in Early 2025
Additional projects are currently undergoing review by relevant agencies, including the Ministry of Finance and the National Economic and Social Development Council (NESDC), before being presented to the Cabinet. These are expected to be proposed in early 2025:
1. Chalong Rat Expressway - Bangkok Outer Ring Road (East): 16.960 billion baht
2. Bangkok Outer Ring Road Motorway (Bang Bua Thong-Bang Pa-in): 16.986 billion baht
3. Phuket Expressway Phase 1 (Kathu-Patong) or Patong Tunnel Project: 16.190 billion baht
4. Clean Energy (EV) Bus Rental Project
5. Review of Cabinet Resolution and Request for Approval to Combine the Red Line Commuter Train Project (Taling Chan-Salaya) with 3 Additional Stations and the Light Red Line Commuter Train Project (Taling Chan-Siriraj): 15.17621 billion baht
6. Approval for the Cooperation Project between the Thai and Chinese Governments to Develop the High-Speed Rail Linking Regions (Bangkok-Nong Khai): 357 km, 341.35142 billion baht

First Mobile Cabinet Meeting to Approve 10,000 Baht Handout Phase 2
The first official mobile cabinet meeting of the Paetongtarn Shinawatra government, scheduled for Friday, November 29, 2024, in Chiang Mai, will address several key issues. In addition to the National Rice Policy and Management Committee's (NRPMC) approval of financial aid for farmers (1,000 baht per rai, up to 10 rai per household, or a maximum of 10,000 baht per household) with a budget of 38 billion baht, the meeting will also consider a proposal from the Ministry of Finance. This proposal seeks approval for a second phase of the digital cash handout policy to stimulate the economy. This phase targets 3-4 million people aged 60 and above, allowing them to spend the handout before the 2025 Chinese New Year.

Suriya Juangroongruangkit, Deputy Prime Minister and Minister of Transport, is pushing forward with two major projects to extend the Red Line, with a total budget of 21.6 billion baht. He is expediting the process to get Cabinet approval within January, after delays in obtaining feedback from relevant agencies last year.
The Ministry of Transport plans to propose several large-scale projects to the Cabinet after the 2028 New Year holidays. Most of these projects were delayed from 2027 because they were awaiting further comments from relevant agencies.
Mr. Suriya revealed that the Ministry is currently accelerating the approval process for two Red Line extension projects, worth a combined 21.649 billion baht:
1. **Rangsit - Thammasat University extension:** 8.84 kilometers long, with a budget of 6.47398 billion baht. This project has already been submitted to the Cabinet for consideration and is currently awaiting inclusion in the meeting agenda. It is expected to be considered this month.
2. **Siriraj - Taling Chan - Salaya extension:** 20.5 kilometers long, with a budget of 15.176 billion baht. This project is currently awaiting feedback from relevant agencies, including the Ministry of Finance, the Bureau of the Budget, and the National Economic and Social Development Council (NESDC), before being submitted to the Cabinet for consideration.
Mr. Suriya expects both projects to be reviewed by the Cabinet soon.

Deputy Prime Minister and Minister of Transport, Mr. Suriya Juangroongruangkit, revealed that the Ministry of Transport plans to accelerate the bidding process for approximately five projects within 2025, with a total budget of 134.199 billion baht. The projects include:
Third Stage Expressway, Northern Route (N2 Section) from Prasert Manukitch Road to Bangkok Outer Ring Road, covering a distance of 6.7 kilometers, with an investment value of 16.96 billion baht.
Kathu-Patong Expressway spanning 3.98 kilometers, with an investment value of 14.67 billion baht.
Motorway No. 5 (M5) Elevated Extension, Utraphimuk Expressway (Rangsit-Bang Pa-in section) with an investment value of 31.358 billion baht.
Motorway No. 9 (Bangkok Outer Ring Road), Bang Khun Thian-Bang Bua Thong Elevated Section covering 35.85 kilometers, with a budget of 56.035 billion baht.
Red Line Commuter Train Extension (Siriraj-Taling Chan-Salaya section) covering 20.5 kilometers, with an investment value of 15.176 billion baht.
Mr. Suriya further stated that Prime Minister Ms. Paetongtarn Shinawatra has expressed concerns regarding budget disbursement. She has urged all ministries receiving budget allocations to expedite spending to stimulate the national economy. The overall investment budget disbursement for fiscal year 2025, approved by the Budget Bureau, has fallen approximately 50 billion baht short of the plan. As a result, the Ministry of Transport has been assigned to identify projects that can be fast-tracked for bidding.

Deputy Prime Minister and Minister of Transport Suriya Juangroongruangkit is set to propose to the Cabinet (Cabinet) the approval for the Red Line suburban railway extension project, covering the Taling Chan - Siriraj - Salaya route, valued at 15.176 billion baht. After receiving final opinions from the National Economic and Social Development Council (NESDC), the Budget Bureau, and the Ministry of Finance, the project is set to be tendered under a single contract. The proposal is expected to be submitted to the Cabinet Secretary-General by March, with hopes of being included in the Cabinet agenda for April approval.
Project Details and Progress
Suriya stated that the Ministry of Transport is accelerating efforts to push forward the Red Line suburban railway expansion. The proposal includes a Cabinet resolution review to merge two planned extensions:
Taling Chan - Salaya route, including three additional stations (Rama VI Bridge Station, Bang Kruai - EGAT Station, Ban Chim Phli Station).
Taling Chan - Siriraj route.
By combining these into a single contract, the total distance of the project will be 20.5 kilometers, with a total budget of 15.176 billion baht.
On March 7, 2025, the project received final approvals from three key agenciesthe Ministry of Finance, the Budget Bureau, and NESDC. It is expected to be submitted to the Cabinet Secretary-General's Office (CSGO) within the next week, and based on standard procedures, Cabinet deliberation should take place within March 2025.
Originally, the Western Extension of the Red Line Had Two Separate Projects:
Taling Chan - Salaya route (14.8 km), with 6 stations:
Rama VI Bridge Station
Bang Kruai - EGAT Station
Ban Chim Phli Station
Kanchanaphisek Station
Sala Thammasop Station
Salaya Station
Total cost: 10.67 billion baht
Taling Chan - Siriraj route (5.7 km), with 3 stations:
Taling Chan Floating Market Station
Charan Sanitwong Station
Thonburi-Siriraj Station
Total cost: 4.616 billion baht
Due to overlapping construction areas, the two projects were merged into a single 20.5 km extension, with a revised total budget of 15.176 billion baht.

Consultant for Tender Process 14.78 million baht
Consultant for Construction Supervision (CSC) 392.13 million baht (reduced by 2.75 million baht)
Independent Engineer Consultant (ICE) 39.55 million baht (reduced by 7.35 million baht)
Civil Works and Railway System 10.77 billion baht (reduced by 99.96 million baht)
Electrical and Mechanical System 3.95 billion baht
Note: Train cars will be procured through a Public-Private Partnership (PPP) scheme under the overall Red Line development.
According to the timeline, construction is expected to begin in May 2025, with a 36-month completion period, leading to the opening of the extension by May 2028.
Previous Cabinet Resolutions on the Red Line Project
On January 7, 2025, the Cabinet approved a review of its previous resolution from February 26, 2019, adjusting the budget framework for the Dark Red Line extension (Rangsit - Thammasat University, Rangsit Center). This 8.84 km extension, managed by the State Railway of Thailand (SRT), is expected to start construction within 2025, be completed by 2027, and open for service in January 2028.
Double-Track Railway Phase 2 Progress
The government is also working on the Phase 2 double-track railway expansion, covering six routes with a total distance of 1,310.84 km and a total investment of 297.926 billion baht. The project has received approvals from the Budget Bureau and the Ministry of Finance, with final approval pending from NESDC.
There were initial concerns that Phase 2 of the double-track railway project might exceed the public debt ceiling, but the government has provided sufficient justifications for its necessity. Thus, no major obstacles are anticipated for its approval.
