This morning (February 22), Prime Minister Sonexay Siphandone's high-ranking delegation boarded the train at Ben Thanh station and moved to stations on the line.
Throughout the journey, Vice Chairman of Ho Chi Minh City People's Committee Bui Xuan Cuong and leaders of the Department of Foreign Affairs and the Urban Railway Management Board (MAUR) solemnly and thoughtfully welcomed the delegation.

The leader of Urban Railway Company No. 1 shared: "The General Secretary boarded the train at Ben Thanh station and traveled through 5 stations and ended at Tan Cang station. On the train, General Secretary To Lam visited and talked with the people. General Secretary To Lam and the delegation of leaders at all levels appeared on the Ben Thanh - Suoi Tien metro train, surprising many people in the city and the collective operating unit of metro line 1.
At noon on February 22, a representative of Urban Railway Company No. 1 (HURC1) said that they had just been honored to welcome General Secretary To Lam and the delegation of leaders at all levels of the Central Government and leaders of Ho Chi Minh City this morning on metro line 1 Ben Thanh - Suoi Tien.
Earlier, on the same morning, HURC1 also welcomed a delegation of high-ranking leaders of the Lao Prime Minister to experience metro line 1.

HURC1 said that from December 22, 2024 to February 19, 2025, metro line 1 operated 11,776 trains and transported more than 4.4 million passengers, reaching 194% of the transport plan.
Ben Thanh - Suoi Tien Metro is the first urban railway line in Ho Chi Minh City with a length of about 19.7km including 14 stations, including 3 underground stations and 11 elevated stations. The line has a total of 17 trains, each with a capacity of up to 930 passengers. The maximum speed of the train is 110km/h on the elevated and 80km/h in the tunnel, ensuring fast and convenient travel for people.
Draft Resolution of the National Assembly on piloting a number of specific mechanisms and policies, especially developing the urban railway network system in Hanoi and Ho Chi Minh City

(Chinhphu.vn) - The Ministry of Transport is drafting a National Assembly Resolution on piloting a number of specific and special mechanisms and policies to develop the urban railway network system in Hanoi and Ho Chi Minh City.
The Ministry of Transport said that urban railways in Hanoi and Ho Chi Minh City began construction in 2007, but the progress was slow and did not meet transportation needs. Assessments showed that the implementation process encountered many difficulties and problems in terms of mechanisms and policies, especially regulations on investment procedures, resource mobilization and implementation organization. Meanwhile, Hanoi and Ho Chi Minh City are two large cities, economic locomotives and creating a spillover effect for the whole country; the economies of the two cities have continuously grown, so synchronous and rapid investment resources for urban railways are no longer too difficult.
According to the Ministry of Transport, the development and promulgation of specific mechanisms and policies to develop the urban railway network system in Hanoi and Ho Chi Minh City is very necessary and urgent to solve institutional "bottlenecks" in order to contribute to the goal of investing in completing the urban railway network in the two cities.
Policy on capital mobilization
In the draft Resolution, the Ministry of Transport proposed 06 groups of specific and special policies to develop the urban railway network system in Hanoi and Ho Chi Minh City, including: (i) capital mobilization; (ii) investment procedures and procedures; (iii) urban development according to the TOD model (urban development oriented towards public transport); (iv) railway industry development, technology transfer and human resource training; (v) policies on construction materials and dumping sites; (vi) regulations specifically applicable to Ho Chi Minh City.
Regarding capital mobilization, the draft Resolution clearly states that in the process of investment preparation and implementation of investment projects, the Prime Minister is authorized to decide:
- Balance and arrange the medium-term public investment plan, annually supplementing the central budget with targeted capital for local budgets, not exceeding VND 215,350 trillion (equivalent to about USD 8,610 million) for Hanoi City and not exceeding VND 209,500 trillion (equivalent to about USD 8,380 million) for Ho Chi Minh City in the medium-term public investment plans for the periods 2026-2030 and 2031-2035 as the basis for deciding on investment and implementing investment in projects in the list attached to this Resolution.
- Use increased revenue sources, annual central budget savings (if any) and other legal capital sources for projects without having to follow the order of priority as prescribed by law on state budget.
- Mobilizing official development assistance (ODA) capital and foreign concessional loans to implement projects without having to prepare a Project Proposal using ODA capital and foreign concessional loans according to relevant laws;
- In case the legal document and the regulations of the foreign sponsor have different provisions on the same issue, the regulations of the foreign sponsor shall apply, except in cases contrary to the Constitution.
The City People's Council is responsible for balancing and arranging the medium-term and annual public investment plan using local budget capital as the basis for deciding on investment and implementing investment in projects in the list attached to this Resolution from the following sources:
- Local budgets in the medium term and annually;
- Sources of increased revenue and savings in expenditure without having to follow the order of priority prescribed by the law on state budget;
- Other legal sources of capital.
The draft clearly states that projects are allocated capital through medium-term public investment planning periods. The amount of capital allocated for each medium-term public investment planning period is consistent with the progress of each project and there is no limit on the amount of capital transferred from projects to the next medium-term public investment planning period.
The City People's Committee is authorized to allocate capital from the City budget in the medium-term public investment plan and the annual public investment plan to deploy in advance a number of activities serving the project as follows:
- Expenditure tasks of investors, project management boards; training of human resources of state agencies, project management units, operating units, training facilities, research facilities;
- Payment for consulting services;
- Carry out work in compensation, support and resettlement;
- Carry out communication work and other tasks to serve project investment preparation.
Policy on investment procedures and order
Regarding the establishment, appraisal, decision on investment policy and investment decision of urban railway projects, urban railway projects according to the TOD model, according to the draft: Urban railway projects, urban railway projects according to the TOD model can immediately carry out the establishment, appraisal, and investment decision without having to carry out the procedures for establishment, appraisal, decision on investment policy and other procedures related to the decision on investment policy according to the provisions of relevant laws.
TOD model (transit-oriented urban development) is a solution for planning, investing in renovation, embellishment and urban development, taking the urban railway traffic connection point as a concentration point for residential areas, commercial services, and offices within walking distance to public transport to improve the efficiency of land use, public works, public health, reduce personal motor vehicles, reduce emissions causing environmental pollution, combined with preserving and promoting cultural values.
The urban railway project following the TOD model is an urban railway investment project combined with urban development investment in the TOD area.
The City People's Committee is organized to establish, appraise, decide on investment and decide on adjustment of urban railway projects, urban railway projects according to the TOD model without having to establish, appraise, approve and adjust land use planning and plans according to regulations of relevant laws.
The order and procedures for establishing, appraising, deciding on investment and adjusting urban railway projects and urban railway projects according to the TOD model are implemented similarly to group A projects managed by localities according to relevant legal regulations.
The City People's Committee decides to divide the project into component projects and sub-projects when deciding on investment. The division of component projects and sub-projects does not have to comply with the provisions of the law on construction.
In case of extending the project implementation period without increasing the total investment, the City People's Committee may decide to extend the implementation period without having to carry out project adjustment procedures.
The City People's Committee is authorized to decide that urban railway projects (stations, intersections, bridges, and related construction items of urban railway projects) do not have to compete for architectural designs.
Urban railway projects, urban railway projects following the TOD model are established with a front-end engineering design (FEED) to replace the basic design in the project Feasibility Study Report; the selection of EPC contractors is based on the approved investment project; the investor is allowed to decide on the approval of design steps after the FEED design...
According to the plan to develop the urban railway network in Hanoi City, investment projects before 2035 include:
Line 1: Ngoc Hoi - Yen Vien - Nhu Quynh (Ngoc Hoi - Yen Vien section, Gia Lam - Duong Xa section) => on existing railway line to feed the new Hanoi Central station at Ngoc Hoi
Line 2: Noi Bai - Thuong Dinh - Buoi (Nam Thang Long - Tran Hung Dao section, Tran Hung Dao - Thuong Dinh section, Nam Thang Long - Noi Bai section, extended section to Soc Son);
Line 2A: Cat Linh - Ha Dong - Xuan Mai (Cat Linh - Ha Dong section has been put into operation since November 6, 2021, extended section to Xuan Mai);
