Hai Phong: Promoting the development of railway tourism

(PLVN) - In order to develop railway tourism products and increase the experience value for tourists, Vietnam Railways Corporation "joined hands" with Hai Phong City to organize the "Hoa Phuong Do" train on the Hanoi - Hai Phong route, expected to be put into service next May.
Vietnam Railways Corporation plans to put 20 new carriages into operation on the Hanoi - Hai Phong railway line. The carriages are designed in a modern style, have luxurious interiors and are named the "Hoa Phuong Do" train. The opening date of this tourism product is expected before May 13, 2025 to celebrate the 70th anniversary of Hai Phong City Liberation Day (May 13, 1955 - May 13, 2025).
According to Vietnam Railways Corporation, the expected color, lines and design of the "Red Flamboyant" train will combine modern lines and traditional Asian colors, with the green of the phoenix leaves, the red of the phoenix flowers, the blue of the sea and parallel lines illustrating the ocean waves as well as the seaport city.
Among the 20 newly invested carriages, there will be 2 VIP carriages with a 36-seat compartment design including 16 single sofas, 5 long sofas with 20 seats arranged in three different spaces. The VIP carriage will be designed in a luxurious space of French aristocratic interior architecture, with performing musicians and a bar. The remaining 18 carriages will be designed with 56 swivel seats, plastic carpet floors, decorative floral fabric ceilings and 2 rows of LED lights installed along the walkways, with LCD screens and LED advertising frames... This new train is expected to become an attractive rail tourism product and enhance the experience for visitors.
Determined to develop railway industrial ecosystem

(PLVN) - Last weekend, concluding the first meeting of the Steering Committee for key projects and national important projects in the railway sector, Prime Minister Pham Minh Chinh, Head of the Steering Committee, clearly stated his determination to build a railway industry, master technology, produce carriages and locomotives, and develop a railway industrial ecosystem.
Emphasizing the importance of investing in railway projects and developing the railway industry, Prime Minister Pham Minh Chinh stated: We are determined to build the railway industry, master the technology, produce carriages and locomotives, and develop the railway industrial ecosystem. Respecting time, intelligence and making timely decisions are the decisive factors for success. This is also an opportunity for our country and our people to have more motivation and inspiration to rise up and develop.
The Prime Minister assigned the Ministry of Construction and the Ministry of Education and Training to develop a human resource training project, both domestically and internationally, with specific plans, programs, and training targets for each level and major, forming and developing railway faculties at universities; especially training general engineers. Forming and establishing large corporations, including private corporations, related to the railway industry, if beyond authority, report to competent authorities for decision and amendment of relevant regulations. Mobilizing and diversifying resources, including state capital, loans, issuing project bonds, public-private partnerships, exploiting TOD, etc., and strictly managing to avoid loss and waste.
The Ministry of Science and Technology and the Ministry of Construction shall develop a set of appropriate technical standards; apply modern technology and transfer advanced technology. The Ministry of Construction shall preside over and work with relevant agencies to review mechanisms, policies, problems that need to be resolved, and necessary policies, and report to the National Assembly at the upcoming session.
Assigning a number of tasks, the Prime Minister requested to focus on removing difficulties, speeding up the progress of projects, especially in site clearance (GPMB) by separating into separate projects, when there is a route, assigning GPMB to localities, calling for investment in stations, first of all the Lao Cai - Hanoi - Hai Phong project. The Prime Minister also directed to put people and businesses at the center, projects must aim to serve the people, improve service quality, reduce congestion, protect the environment and develop sustainably.
The Ministry of Construction and the Ministry of Justice shall develop and promulgate legal documents to guide specific and special mechanisms and policies approved by the National Assembly. If any mechanisms or policies are lacking, they shall be submitted to the National Assembly for general application to projects. Regarding railway industry development projects, the Prime Minister noted the need to study and refer to international experiences. Localities shall promptly develop detailed plans and proactively allocate local budgets to carry out compensation, support and resettlement work; and implement the construction of resettlement areas for the project based on the preliminary design documents in the Pre-Feasibility Study Report approved by the National Assembly.
Regarding the North-South high-speed railway project, the Prime Minister requested that construction be started in December 2026. Regarding the Hanoi and Ho Chi Minh City urban railway projects, the Prime Minister requested the People's Committees of the two cities to review the implementation of urban railway projects in the localities. The Ministry of Finance will soon give its opinion on stopping the use of ODA capital and foreign preferential loans for the project and adjusting the capital source for the City Urban Railway Project, Line 2, Ben Thanh - Tham Luong section.
The expressway from Cao Bang to Ca Mau must be opened in 2025.
Chairing a meeting on the results of the inspection and urging the implementation of the plan to complete 3,000km of expressway by the end of 2025 by 7 working groups led by Deputy Prime Ministers on the afternoon of March 29, Prime Minister Pham Minh Chinh emphasized that the target of 3,000km of expressway by the end of 2025 is feasible, we have seen the shape of the expressway from Cao Bang to Ca Mau. Thereby, the Prime Minister requested not to be subjective but to continue to promote the spirit of attack, speed, and breakthrough to reach the finish line.
The summary report of the Ministry of Construction and opinions at the meeting said that after the inspection teams gave instructions, the projects had many positive changes; some localities had basically completed the handover of land acquisition and site clearance, completed the procedures for granting material mines; many projects had their construction progress accelerated.
In his concluding remarks, Prime Minister Pham Minh Chinh emphasized that the completion of at least 3,000km of expressways in 2025 will contribute to the disbursement of public investment capital, achieving the growth target of 8% in 2025 and double-digit growth in the following years; opening up new development space, new industrial parks, urban areas, and services. The Prime Minister requested localities to mobilize the entire political system to participate, especially to completely complete site clearance with flexible application of policies, not to let people suffer, pay attention to the material and spiritual life and livelihoods of the people; ensure the supply of raw materials for the projects. At the same time, he requested localities to coordinate with investors to confirm the status of people's houses during the counting process, take care of people who have given up their land for the project; the authorities to strictly handle cases of law violations and increase the mobilization of people to share and support during the construction process.
Resolutely requiring that by December 2025, the expressway from Cao Bang through Lang Son to Hanoi, to Ho Chi Minh City and to Dat Mui (Ca Mau) must be opened. The Prime Minister also directed urgent research and investment in the construction of an expressway from Ca Mau to Hon Khoai port (about 90km).

Lao Cai - Hanoi - Hai Phong - Quang Ninh railway: 460km long; 1,435mm gauge for general passenger and cargo transport; design speed of 120km/h for the section through the Hanoi hub area. Preliminary total investment is about 8,369 million USD, using public investment capital. Submit to the Prime Minister for approval of the feasibility study report in August 2025; sign a loan agreement with the Chinese Government in November 2025; start construction in December 2025; complete in 2030.
Hai Phong - Ha Long - Mong Cai railway project: approximately 187km long, 1,435mm gauge, electrification, passenger and cargo transport; passenger train speed 160km/h, cargo train speed about 120km/h. Total estimated investment is about 7,0000 million USD; investment after 2030.
