On May 22, Secretary of the Ho Chi Minh City Party Committee Nguyen Van Nen, Head of the Steering Committee for the Development of the City's Urban Railway Network (Steering Committee) chaired the first meeting.
Speaking at the meeting, Chairman of the City People's Committee Nguyen Van Duoc said that in order to complete the goal of developing the urban railway system, Ho Chi Minh City needs to update the additional planning route with a vision of expanding regional connectivity to have optimal investment solutions; upgrade the Management Board to a more suitable model.
At the same time, in the context of Ho Chi Minh City expanding its administrative boundaries and merging with Ba Ria - Vung Tau and Binh Duong provinces, the need to develop an urban railway system is increasingly urgent. The city needs to re-plan and extend the Metro lines to neighboring provinces such as Dong Nai, Ba Ria - Vung Tau and Tay Ninh.
The expansion of the metro network will create momentum to attract investment and develop urban areas according to the TOD model (transport-oriented urban development). The Chairman of the City People's Committee also proposed studying a new management model for the Urban Railway Management Board (MAUR) and expanding capital mobilization from domestic and foreign investors, combining both ODA and budget sources.
Reporting at the meeting, Acting Director of the Ho Chi Minh City Department of Construction Tran Quang Lam said that by 2035 the city aims to complete about 355 km of urban railway with a total estimated investment of 40.2 billion USD.
The new planned Metro lines include:
Line 1 (Ben Thanh - An Ha);
Line 2 (Cu Chi - National Highway 22 (Phan Van Khai) - An Suong - Ben Thanh - Thu Thiem);
Line 3 (Hiep Phuoc - Binh Trieu - Cong Hoa Intersection - Tan Kien - An Ha);
Line 4 (Dong Thanh - Tan Son Nhat Airport - Ben Thanh - Nguyen Huu Tho - Hiep Phuoc Urban Area);
Line 5 (Long Truong - Hanoi Highway (Vo Nguyen Giap) - Saigon Bridge - Bay Hien - Da Phuoc Depot);
Line 6 (Inner Ring Road);
Line 7 (Tan Kien - Nguyen Van Linh - Thu Thiem - Thao Dien - Thanh Da - High-Tech Park - Vinhomes Grand Park).
It is expected that by 2045, an additional 155 km will be built, not including the route from the City Center to Can Gio (about 48.7 km) and the Thu Thiem - Long Thanh route (about 41 km).
According to Mr. Lam, the development of the city's urban railway system has made many strides thanks to specific policies and mechanisms that are suitable to local realities and current laws. Diverse capital mobilization policies, including central and local budgets, ODA loans, bonds, domestic and international loans, help ensure investment resources for projects.
In addition, the urban development policy following the Multi-functional Integrated Urban Area (TOD) model promotes the development of vibrant centers around stations, land use, PPP capital mobilization, personal vehicle load reduction and sustainable urban development.
In addition, policies on railway industry, technology transfer, and high-quality human resource training help improve internal strength and reduce foreign dependence. Regulations on construction materials and waste disposal ensure standards, are environmentally friendly, and encourage green materials.
The Steering Committee for the Development of the City's Urban Railway Network System (Steering Committee) consists of 19 members who are leaders of the People's Committee, the City Party Committee's Organization Committee, the City Party Committee's Inspection Committee, the City Party Committee's Propaganda and Mass Mobilization Committee, the City Party Committee's Internal Affairs Committee, the City Inspectorate, and leaders of the City's departments and branches.
The tasks and powers of the Steering Committee are to deploy and organize the implementation of Conclusion 49 of the Politburo on the orientation for the development of Vietnam's railway transport to 2030, with a vision to 2045; Resolution 188 of the National Assembly on piloting a number of specific and special mechanisms and policies to develop the urban railway network system in Hanoi and Ho Chi Minh City; Resolution 24 of the City Party Executive Committee on the implementation of Conclusion 49 of the Politburo on the orientation for the development of Vietnam's railway transport to 2030, with a vision to 2045 in the area.

The Office of the People's Committee of Quang Nam province said that the province has just officially issued a list of projects calling for and prioritizing investment attraction in the area in 2025.
Accordingly, Quang Nam province calls for investment in 277 projects spanning many key areas such as industrial cluster infrastructure - industrial production, urban development, tourism, healthcare and education....
In this list, there are some typical projects such as Chu Lai Airport Investment and Operation Project. The project aims to synchronously build a new runway in the East with dimensions of 3,048 m x 45 m, a taxiway system (including parallel taxiways and connecting taxiways), an aircraft parking lot with 32 to 40 parking positions, a passenger terminal with a capacity of 10 million passengers/year and a cargo terminal with a capacity of 1.5 million tons/year.
The province also prioritizes the Cua Lo channel project for 50,000-ton ships, linked to the Tam Hoa Free Trade Zone. This project includes dredging and upgrading the Cua Lo channel to accommodate large-tonnage ships; building a port in the Tam Hoa area and completing the technical infrastructure of the Free Trade Zone to promote logistics and free trade activities.
Most notably, among these investment projects, Quang Nam province calls for investment in the urban railway project connecting Hoi An - Da Nang and the Chu Lai - Da Nang urban railway.
Specifically, the Hoi An - Da Nang urban railway not only opens up modern traffic connections between two key tourist centers in the Central region, but also creates an urban development axis linking the region, promoting fast and convenient tourist movement, reducing pressure on existing road traffic infrastructure.
Meanwhile, the Chu Lai - Da Nang urban railway has strategic significance in connecting the Chu Lai industrial - aviation center with the seaport city of Da Nang, contributing to the formation of a modern multimodal transport system, serving the transport of goods and passengers between key economic regions.
Both projects aim to complete Quang Nam's strategic transport infrastructure system in a modern direction, synchronously integrating all 5 types of transport: road, railway, inland waterway, sea and air.
At the same time, investing in these urban railway lines is also in line with national planning orientation, contributing to ensuring intra-regional and inter-regional connectivity, expanding coastal economic corridors and East-West corridors, and connecting with the whole country and internationally.
With their important stature and role, these two urban railway projects are expected to become new driving forces for sustainable and breakthrough development of Quang Nam province in particular and the Central region in general in the coming period.
In addition, the list of investment attraction projects and investment attraction priorities in 2025 of Quang Nam province also calls for investment in the Logistics Center, multimodal transport associated with Quang Nam seaport - Chu Lai International Airport, Logistics Center at Nam Giang international border gate economic zone.

According to the pre-feasibility study, the railway connecting Dong Nai with Metro Line 1 in Ho Chi Minh City is about 20 km long with a total estimated investment of nearly 30,000 billion VND....
On the afternoon of March 3, the People's Committee of Dong Nai province worked with relevant units on the urban railway project connecting Dong Nai with Ho Chi Minh City's urban railway line No. 1 - Metro line No. 1 (Metro Ben Thanh - Suoi Tien).
According to the pre-feasibility study of the consulting unit, the railway connecting Dong Nai and Metro 1 is nearly 20 km long. Of which, the section in the province has a total estimated investment of about 30,000,000 million VND (36,000 million Baht or 1144.1648 million US Dollars).
The starting point of the route is connected from behind Suoi Tien Bus Station of Metro Line 1, Ho Chi Minh City and the end point is located at the planned depot in Ho Nai 3 Commune, Trang Bom District, Dong Nai Province. The entire route has 12 stations and 1 depot (where containers and goods are gathered, with an area of about 23 hectares). The construction location of the railway line is along the left side of National Highway 1A (from South to North).
Regarding the route plan, the consulting unit also proposed elevated and underground options for the section in the province. The funding for implementation can come from three sources: the province's annual public investment, support from the central budget and loans (ODA or local bond issuance).
At the meeting, Dong Nai authorities said they are considering capital sources and investment mechanisms to build a railway connecting Dong Nai with Metro Line 1. Recently, Dong Nai has worked with Ho Chi Minh City and Binh Duong to establish a joint working group to coordinate and handle issues in the process of building a railway connecting the three localities.
Mr. Ho Van Ha, Vice Chairman of Dong Nai Provincial People's Committee, said that in July 2024, Ho Chi Minh City sent a document to Dong Nai and Binh Duong provinces regarding investment in urban railway lines in the two provinces connecting with Metro Line No. 1.
Accordingly, the Provincial People's Committee has assigned relevant units to urgently research and clearly identify capital sources to implement the railway connecting Dong Nai with Metro Line No. 1. At the same time, note to propose specific mechanisms as a basis for Dong Nai to propose to central agencies for support to implement the project quickly, economically and most effectively.
At the same time, procedures should be established to put this project on the list of top priority projects for early implementation. Regarding the route, Mr. Ho Van Ha suggested that units study the underground railway option to ensure urban aesthetics.
In Directive No. 05/CT-TTg on key tasks and solutions to promote economic growth and accelerate disbursement of public investment capital, ensuring the national growth target of 8% or more in 2025, the Prime Minister assigned ministries, agencies and localities to study and immediately build a metro or railway line from Long Thanh International Airport to Tan Son Nhat, and an elevated railway line from Van Cao to Lang Hoa Lac.
