Mr. Surapong Piyachoti, Deputy Minister of Transport, revealed that the State Railway of Thailand (SRT) has prepared projects to be presented to the new Cabinet meeting. These include the Phase 2 double-track railway project, consisting of 6 routes, and the Red Line suburban railway. The plans for these projects are complete and ready for submission. The double-track railway projects include:
* Chumphon-Surat Thani section, 168 km, budget of 24,293.6 million baht
* Surat Thani-Hat Yai Junction-Songkhla section, 321 km, budget of 57,375.43 million baht
* Hat Yai Junction-Padang Besar section, 45 km, budget of 6,661.37 million baht
"We are preparing to propose the Phase 2 double-track railway project, with 6 additional routes, and the Red Line suburban railway extensions. These have already been approved by relevant agencies and the SRT board, and were previously submitted to the Cabinet but not yet considered. Due to the change in Cabinet, we need to resubmit them. We expect to present them to the new Cabinet in October 2024.
Regarding the Lopburi-Pak Nam Pho double-track railway project, 148 km, with a budget of 18,699 million baht, divided into 2 construction contracts, the overall civil works are scheduled to be completed within the next month," said Mr. Surapong.
In addition, regarding the progress of the landslide accident in the Khlong Phai tunnel, Pak Chong district, Nakhon Ratchasima province, in the Thai-Chinese high-speed rail construction project, which resulted in the deaths of 2 Chinese and 1 Myanmar workers, a conclusion on the cause of the accident will be reached on Friday, September 6, 2024. The Thai-Chinese railway construction project has a total of 14 contracts, and the contract where the accident occurred is considered the fastest progressing one.
**Phiphat Vows to Push Three Southern Railway Lines, Electric Train, and Expressway Projects for Auction Within Four Months**

**Transport Minister Phiphat has laid out a four-month action plan, preparing to submit three southern double-track railway projects to the Cabinet for approval. He also aims to open bidding for the Red Line electric train extension and the Phuket expressway, stimulating a total investment of 38 billion baht.**
Mr. Phiphat Ratchakitprakarn, Deputy Prime Minister and Minister of Transport, stated that during the four months before the dissolution of parliament as announced by the Prime Minister, he has urged all civil servants and agencies within the Ministry of Transport to perform their duties to the fullest.
Projects ready for auction within these four months, totaling over 38 billion baht, include:
1. **Red Line Urban Electric Train (Taling Chan-Salaya and Taling Chan-Siriraj sections):** Valued at 15.176 billion baht.
2. **Dark Red Line Electric Train (Rangsit - Thammasat University, Rangsit Center section):** Valued at 6.473 billion baht.
3. **Phuket Expressway, Phase 1 (Kathu-Patong section):** A 3.98 km route valued at 16.757 billion baht.
Other projects, carried over from the previous administration, are ready for Cabinet submission. The Permanent Secretary of the Ministry of Transport has been assigned to expedite the compilation of these, which include three double-track railway projects (Phase 2) that have already been approved by the National Economic and Social Development Council (NESDC):
1. **Chumphon - Surat Thani double-track railway:** 168 km, valued at 30.422.53 billion baht.
2. **Surat Thani - Hat Yai Junction - Songkhla double-track railway:** 321 km, valued at 66.270.51 billion baht.
3. **Hat Yai Junction - Padang Besar double-track railway:** 45 km, valued at 7.772.90 billion baht.
Mr. Phiphat also addressed the **20-baht flat fare policy** for the Purple and Red electric train lines. A previous Cabinet resolution had set the policy to end on September 30, 2026. However, due to the change in government, this resolution must be reviewed to determine if it is still valid. Consequently, fares for the Purple and Red lines will revert to their original prices on October 1, 2025. Following this, the government will introduce a new cost-of-living reduction package covering land, water, and rail travel.
The concept of a **common ticket or a single fare system**, which was part of the election campaign, will be considered as part of the new package. However, an appropriate price will be studied first, considering the balance between the government's budgetary burden and the public's benefit.
He noted that lessons from the past 20-baht flat fare policy for all routes showed it created an annual compensation burden for the state of nearly 20 billion baht. Such a policy might also be unfair to people in other provinces as it only applies to the electric train system in Bangkok.
