This week, the Ministry of Transport is proposing to the Cabinet Office (SLC) to include the six routes, totaling 1,312 km, in Phase 2 of the double-track railway project, worth 290 billion baht, on the Cabinet agenda. Three routes are being approved, while the remaining three are being submitted in principle. Upon review, the project will be submitted to the Cabinet again. If the EIA is delayed, the EIA will expire.
The Daily News Transportation Innovation Team reports that this week, the Ministry of Transport will submit the second phase of the double-track railway project, comprising six routes, totaling 1,312 km, with a total budget of 297 billion baht, to the Cabinet Secretariat (SLC) for inclusion in the Cabinet agenda for consideration and approval. The project will be divided into two parts. This includes:
1. Requesting project approval for three routes that have already been approved by three agencies: the Ministry of Finance, the Budget Bureau, and the National Economic and Social Development Council (NESDB). These routes include:
Chumphon-Surat Thani section, 168 km long, with a budget of 30,422 million baht;
Surat Thani-Hat Yai Junction-Songkhla section, 321 km long, with a budget of 66,270 million baht; and
Hat Yai Junction-Padang Besar section, 45 km long, with a budget of 7,772 million baht.
and
2. Requesting Cabinet approval in principle for the three routes. Afterward, the details will be reviewed based on the recommendations of the National Economic and Social Development Council (NESDB) and submitted to the Cabinet for approval. These projects include:
Pak Nam Pho-Den Chai section, 280.544 km long, with an estimated budget of 81,143 million baht;
Thanon Jira-Ubon Ratchathani section, 308 km long, with a budget of 44,095 million baht; and
Den Chai-Chiang Mai section, 189 km long, with a budget of 68,222 million baht.
The reason for the need to approve the project in principle is because the Environmental Impact Assessment (EIA) report is about to expire, except for the Den Chai-Chiang Mai section, which has already been approved by the EIA Expert Committee (EIA) and is preparing to be submitted to the National Environment Board (NEB) for consideration.
Double-track Railway Project Phase 2 consists of seven routes, totaling 1,479 km and costing 326,000 million baht. Currently, the 167-km Khon Kaen-Nong Khai section, worth 28,679 million baht, has been approved by the Cabinet and construction began on April 25, 2025. Completion and opening are expected in 2028. The remaining six routes await Cabinet consideration. This process is expedited due to EIA expiration dates and some routes have already expired. For routes with expired EIAs, discussions with the Office of Natural Resources and Environmental Policy and Planning (ONEP) are needed to determine whether a new EIA is required or whether the existing EIA should be updated.
The EIA status of each route includes:
Chumphon-Surat Thani section: The EIA report was approved by the National Energy Policy Council on 15 March 2023;
Surat Thani-Chum Thong Hat Yai-Songkhla section. Approved on 19 June 2023;
Hat Yai Junction-Padang Besar section, approved on 1 August 2018;
Pak Nam Pho-Den Chai section, approved on 13 June 2022;
Thanon Jira Junction-Ubon Ratchathani section, approved on July 20, 2020; and
Den Chai-Chiang Mai section, currently undergoing EIA review.
The EIA is valid for five years from the date of approval by the ONEP. If it is not completed within the specified timeframe, it must be revised or a new EIA report must be submitted.
