Feasibility study for Laos-Vietnam railway begins

A feasibility study for a railway linking the Lao capital of Vientiane with Vung Ang seaport in central Ha Tinh province of Vietnam has begun, a senior Lao official has said.

The study of the 550km-long rail line is set to take about two years to complete, scheduled from December 2015 to December 2017, according to Vietnam News .

The study is being conducted with a US$3 million grant from Korea International Cooperation Agency (KOICA), with the aim of preparing a master plan and providing capacity building to the railway sectors of the two countries.

The Lao official has confirmed that the study began a few months ago, adding that Lao officials in charge of the project held meetings with KOICA's experts yesterday in Vientiane to discuss related works.

“We are scheduled to meet with Vietnamese officials today,” he said.

The project's section in Laos will be about 450 km long, while the section in Vietnam was reported to be about 119 km long.

The Vientiane–Thakhaek–Muya rail project is technically known as the A3 rail project. If realised, it will connect Laos to Vung Ang seaport in central Ha Tinh province of Vietnam. It will also be an important link within Asean, the 10-member regional bloc.

Currently, the Lao and Chinese governments are developing the Kunming-Singapore rail network, whose section in Laos from Vientiane to the Chinese border is being developed following the groundbreaking ceremony that took place on December 2, 2015 in Vientiane, according to the Lao Ministry of Public Works and Transport.

The Kunming-Singapore rail network will link China to Singapore via Laos, Thailand and Malaysia.

With the Lao government having set an ambitious plan to develop four railways in total, the Vientiane–Thakhaek–Muya rail project will link the Kunming-Singapore rail network in Vientiane southward to other two railways, which are planned – the Savan-Lao Bao rail project and the Vientiane-Pakxe-Chongmek rail project. In 2012, the Lao government signed an agreement with a Malaysian investor, Giant Rail Company Limited, to develop the Savan-Lao Bao rail project linking central Savannakhet province of Laos with the Laos-Vietnam Dansavan-Lao Bao border gate over a distance of about 220km in length. This project is still in the preparation stage for construction.

In addition, an initial survey was completed on the Vientiane-Pakxe-Chongmek project some 452 km in length connecting Vangtao-Chongmek Lao-Thai border checkpoint in the southern province of Champassak with the Savan-Lao Bao railway project and the Vientiane–Thakhaek–Muya rail project as well as the Vientiane-Boten project.

ชาวบ้านเมืองเซโปนยังไม่รู้ที่ดินของตนจะโดนเวนคืนไปทำทางรถไฟ ลาว - เวียตนามตรงไหนบ้าง โดยเฉพาะ สถานีบ้านแดนสวันที่ เป็นด่านชายแดน ลาวเวียตนาม เพราะใกล้ด่านลาวบาว รู้แต่ว่า รถไฟ ลาว - เวียตนาม จาก สวันนเขตไปด่านลาวบาว จะเป็นรถไฟทางคู่ ขนานกะ ทางหลวงหมายเลข 9 ยาว 220 กิโลเมตรมี 11 สถานี มูลค่า5พันล้านเหรียญสหรัฐ แต่จนป่านนี้ยังไม่เริ่มทำเลย แม้จะได้สัมปทาน 50 ปีแล้ว

จีนแดงเริ่มส่งนักสำรวจ30 กว่าคน สำรวจทางรถไฟ ลาว - จีนในแขวงอุดมไซย แต่ก็ให้การคุ้มครองเพื่อไม่ให้มีปัญหากะชาวบ้านในเขตที่สำรวจ

ชาวบ้านแขวงอุดมไซย และ ชาวบ้านแถวบ่อเต็น แขวงหลวงน้ำทา (ชายแดน) ยอมย้ายออกไปเพื่อเปิดทางให้สร้างทางรถไฟลาวจีน แต่ก็ยังบ่นว่า ค่าชดเชยที่ได้รับนั้น น้อยเหลือเกิน

พอข่าวบิ๊กตู่ สร้างทางรถไฟความไวสูงโดยใช้เงินของฝ่ายไทยเองแต่ใช้เทคโนโลยีจีนแดง รู้ไปถึง Radio Free Asia แล้ว Radio Free Asia ก็เลยรายงานข่าวเรื่องนี้เพราะ มีผลกระทบรถไฟลาว - จีนแน่ๆ

นักเชี่ยวชานชาวจีนได้ตัดถนนไปยังเมืองงา แขวงอุดมไซเพื่อช่วยการตรวจพินิจงานการก่อสร้างรถไฟลาว - จีน เพราะ จะสร้างสถานีรถไฟที่ นาหม้อ และ ที่ เมืองงา

เริ่มการสร้า่งทางรถไฟสายลาว - เวียตนามเสียที หวังว่าจะเสร็จใน 5 ปีตามแผน โดยทางจะเริ่มแต่ เมืองไกสอนพมวิหาน แขวงสวันนเขต ไปด่านลาวบาว เป็นรางมาตรฐาน 1.435 เมตร ระยะทาง 220 กิโลเมตร เร็วสูงสุด 160 กิโลเมตร ต่อชั่วโมง มี 11 สถานี แบ่งเป็น 4 สถานีขนาดใหญ่ กับ 7 สถานีขนาดน้อย ใช้พื้นที่ 1ล้าน 5 แสนตารางเมตร สำหรับสถานีขนาดใหญ่ และ 4แสนตารางเมตรสำหรับสถานีขนาดน้อย และสองข้างทางจะกำหนดเขตกว้างเบื้องละ 40 เมตร ทำให้ต้องเวนคืนถึง 25 กิโลเมตรมณฑล (25 ตารางกิโลเมตร) และต้องลงทุนถึง 5 พันล้านดอลลาร์ แม้จะวางศิลาฤกษ์แต่ธันวาคม 2013 แล้วแต่ต้องมีการศึกษาด้านสิ่งแวดล้อมกันใหม่ และ หาทางลดค่าใช้จ่ายที่ไม่จำเป็นออกไป โดยหวังว่า จะเปิดการเดินรถในปี 2021

นี่ครีบ รายละเอียดรถไฟ ลาว - เวียตนาม (สวันนะเขต - ลาวบาว) ที่ Giant Consolidated Limited (GCL) ส่งมอบ เมื่อ 14 มีนาคม 2016 โดยมี ดร. บุญจัน สินทวงศ์ รมต. กระทรวงโยธาธิการและขนส่ง และ เจ้าแขวงสวันนะเขต รวมเป็นประธาน ที่ได้มีการแก้ไขจากแบบแรกที่ มีปัญหาเรื่องงบประมาณและ ปัญหาสิ่งแวดล้อม

1. สร้างขนานไปทางหลวงหมายเลข 9 แต่อยู่ห่างกัน ประมาณ 30 เมตร
2. มี 11 สถานี - 4 สถานีใหญ่ และ 7 สถานีน้อย โดย สถานี สวันนะเขต จะอยู่ที่ บ้านสะโนน้อย เมืองไกสอนพมวิหาน และ ไปสิ้นสุดที่บ้านแดนสวัน เมือง เซโปน (สถานีลาวบาว)
3. รับน้ำหนักได้ 25 ตันต่อเพลา (ภาระเพลา 25 ตัน)
4. กำหนดเขตทาง ข้างละ 40 เมตร รวมสองข้างทาง 80 เมตร
5. เขตสถานีใหญ่ทั้งสี่ จะกว้าง 240 - 500 เมตร และ ยาว 2000 - 3000 เมตร
6. เขตสถานีน้อยทั้งเจ็ด จะกว้าง 160 - 2000 เมตร และ ยาว 1500 - 2000 เมตร
7. เป็นการสร้างแบบ BOT มีสัมปทาน 50ปี
8. มูลค่าโครงการ 5000 ล้านเหรียญสหรัฐ
