In the noon newsroom, it was reported that the very hot weather caused the railway tracks in Ron Phibun District, Nakhon Si Thammarat Province, to bend severely, necessitating a temporary cessation of operations. Staff were dispatched to bring ice and water to spray onto the tracks to alleviate the heat.
Railway officials and the Siam Ron Phibun Rescue Unit enlisted the help of villagers to bring water from nearby orchards to spray onto the train tracks, which had become warped due to the scorching sun. This occurred at Ron Phibun Railway Station, approximately 1 kilometer from Khao Chum Thong Station, within the vicinity of Village No. 5 and Village No. 6, Ron Phibun District, Nakhon Si Thammarat Province. Operations were temporarily halted to spray water and place ice blocks alongside the tracks to cool them down. It took more than an hour for the tracks to begin to contract and become usable again.
Mr. Thanyawat Phetsuwan, a rescue worker who posted a video clip of the incident, stated that a train approaching this point noticed the bent rails and came to a stop. Officials were then notified to conduct an inspection.
Upon initial investigation, it was determined that the excessive heat had caused the concrete sleepers beneath the railway tracks to become very hot, resulting in the bending of the rails. Therefore, water was used to spray onto the tracks, and ice was placed alongside to mitigate the heat.
Officials also mentioned that a similar incident had occurred previously when the railway sleepers were still made of wood.
Following the incident, railway officials conducted a thorough inspection of the tracks along the route to ensure passenger safety. Initially, no other points were found to have similar issues.
The State Railway of Thailand's news team disclosed that there are currently no reports of buckled train tracks in other areas, which are typically inspected by the Civil Engineering Department using railroad inspection vehicles before daily operations commence. In the event of any issues affecting train operation times, the railway authority will provide advance notice to transfer passengers to other trains. If the issue can be resolved quickly, the train may be temporarily halted and passengers asked to wait.

The State Railway of Thailand (SRT) would like to address images circulating on social media depicting distorted railway tracks between Ron Phibun Station and Khao Chum Thong Junction Station in the Ron Phibun District of Nakhon Si Thammarat Province.
Explanation
The incident occurred on April 30, 2024, at 2:20 PM. SRT officials discovered that unusually high temperatures had caused the railway tracks to bend. This heat-induced expansion primarily affected the concrete sleepers in exposed areas, leading to increased stress within the rails. SRT personnel, in collaboration with the Siam Ruamjai Pu In Foundation, immediately applied water and ice to cool the tracks, successfully restoring them to their normal shape within approximately one hour.
Safety Measures
The SRT has inspected the railway route and will reinforce the affected area with ballast to ensure track stability and safety. In response to the ongoing heatwave, SRT engineers will increase the frequency of inspections along all railway lines. This proactive approach aims to identify and address any potential heat-related track distortions and potential equipment failures. Station masters have also been instructed to facilitate comfortable travel and address passenger needs arising from the hot weather as per the Meteorological Department's forecasts.

In a meeting chaired by Mr. Suriya Jungrungruangkit, Deputy Prime Minister and Minister of Transport, held on May 1, 2024, the aim was to expedite the disbursement of the 2024 annual budget of the Ministry of Transport. The meeting focused on ensuring that the overall disbursement progressed according to plan, urging all agencies under its jurisdiction to prepare for presenting the fiscal year 2025 budget expenditures to Parliament. Mrs. Monporn Charoensri, Deputy Minister of Transport, along with senior executives of the Ministry of Transport and representatives from agencies under the Ministry of Transport, attended the meeting.
Mr. Suriya reported that the Ministry of Transport was allocated a budget of 228,803.59 million baht for the year 2024. As of April 2024, the cumulative overall budget disbursement reached 60,451.18 million baht, which is 26.42% of the planned disbursement. The government's target is 44%.
The investment budget received in 2024 amounted to 199,530.66 million baht. As of April 26, 2024, the cumulative disbursement reached 45,920.82 million baht, which is 23.01% of the planned disbursement. This exceeds the government target of 17%.
It is expected that in the remaining 5 months of budget disbursement for the year 2024 (May to September 2024), every agency will be able to achieve the goals set by the government and the ministry.
Emphasis has been placed on all departments planning their operations to ensure efficient budget disbursement, especially the Department of Highways and the Department of Rural Roads, which receive more than 70% of the total budget. Mr. Suriya also urged agencies with large investment projects to include safety details in employment contracts before, during, and after construction and to prioritize listening to public opinions.
Department of Highways has achieved a disbursement rate of more than 96%, accounting for 29,121.39 million baht out of a planned 30,245.37 million baht. As for Department of Rural Roads, it has contracted 1,418 items out of a planned 3,572 items, representing an amount of 5,448.04 million baht out of a planned 34,381.99 million baht. It is expected that all contractors will be engaged as planned by June.
Mr. Suriya mentioned that the Budget Office is currently gathering opinions on the agency's preparation of the fiscal year 2025 budget. The Cabinet will consider and approve the draft Budget Act for the fiscal year 2025 for presentation to the House of Representatives around mid-May 2024. Therefore, he emphasized that all agencies must prepare information for clarification to Parliament.
News reports stated that the Ministry of Transport has been allocated an annual budget of 228,803.59 million baht, with the Department of Highways receiving the most at 121,695.25 million baht, followed by the Department of Rural Roads with 47,908.36 million baht, the State Railway of Thailand (SRT) with 21,017.28 million baht, the Mass Rapid Transit Authority of Thailand (MRTA) with 19,845.03 million baht, and the Department of Airports (TAI) with 4,623.18 million baht.

State Enterprises Disburse 77 Billion Baht, Mega Projects Advance
The State Enterprise Policy Committee Office (SEPO) reports impressive progress in state enterprise investment. Disbursements totaling 77.2 billion baht exceed targets, driven by strong performances from SRT, MRTA, PTT, and EGAT. SEPO pledges continued oversight to fuel economic expansion.
SEPO Director Thibodi Wattanakul reveals a total investment disbursement of 77,289 million baht by state enterprises through March 2024. This represents a 113% achievement against the disbursement plan.
State enterprises operating on a fiscal year basis disbursed 52,794 million baht (107% of the plan), while those on a calendar year basis disbursed 24,495 million baht (131% of the plan).
Top performers include the State Railway of Thailand (SRT), Mass Rapid Transit Authority of Thailand (MRTA), PTT Public Company Limited (PTT), and the Electricity Generating Authority of Thailand (EGAT).
"This accelerated disbursement underscores the significant progress of mega projects," notes Mr. Wattanakul. "SEPO will maintain close monitoring to ensure targets are met and to bolster national economic growth."
State enterprise development consultant Piyawan Lamkitcha highlights specific project successes, including the MRTA Purple Line, Thailand-China High-Speed Rail (Phase 1), and railway line expansions.

○ MRTA's Purple Line Project, Tao Poon - Rat Burana section, disbursed 11,352 million baht, accounting for 101% of the disbursement plan.
○ Thai-China high-speed rail project Phase 1 (Bangkok - Nakhon Ratchasima section) of SRT has disbursed 6,125 million baht, accounting for 100% of the disbursement plan,
○ Railway construction project The Ban Phai-Maha Sarakham-Roi Et-Mukdahan-Nakhon Phanom line of the SRT has disbursed 4,103 million baht, accounting for 100% of the disbursement plan,
○ Railway construction project The Den Chai-Chiang Rai-Chiang Khong line of the SRT has disbursed 3,730 million baht, accounting for 100% of the disbursement plan.
○ Runway Project No. 3 at Suvarnabhumi Airport of the Company Airports of Thailand Public Company Limited or AOT disbursed 3,342 million baht, accounting for 127% of the disbursement plan.

State Railway of Thailand Opens Governor Position
The State Railway of Thailand (SRT) is seeking a new governor. Mr. Apirat Chaiwongnoi, Director-General of the Department of Rural Roads and SRT Board Member, heads the search committee. The announcement will remain open until May 28, 2024.
Qualifications
- Thai nationality.
- Under 58 years old on the application date.
- Bachelor's degree or equivalent from an institution certified by the Office of the Civil Service Commission (OCSC).
- Experience in railways, transportation, engineering, commerce, economics, or finance.
- Strategic mindset, knowledge of modern organizational structures, and strong ethics.
- Personnel management experience in large organizations.
- Demonstrated experience managing large organizations with at least 7,000 million baht annual income (private, government, or state enterprise sectors).
- Vision for railway development and asset management, including the delivery of convenient, punctual, safe, and modern rail services to the public.
Nirut Maneepan Unlikely to Apply
News reports indicate that former SRT governor Nirut Maneepan is unlikely to apply for the position. Unlike the case of the Governor of the Expressway Authority of Thailand (EXAT), no term extensions appear available. However, Mr. Maneepan may change his mind depending on potential sponsors.
