JAKARTA: Indonesia will most likely use an existing railway line for the planned medium-speed train service between Jakarta and Surabaya, the country's two largest business hubs, targetting the launch of the project in the middle of 2018, according to Transport Minister Budi Karya Sumadi.
The government will examine its costs in comparison with those for the construction of a new high-speed railway line and finalise the plan in discussions with Japan, he said, following a meeting last week with Hiroto Izumi, a special adviser to Japan's Prime Minister Shinzo Abe.
The 725-kilometre railway line would be improved to enable trains to run at a speed of 160 kilometres per hour and almost halve the travel time between the two cities to five hours.
The minister previously said the government was considering options including the use of the existing line and the construction of a new line.
"We have decided to improve the existing line," said Izumi, adding that replacement of nearly 800 rail crossings with overpasses would enable trains to run 160 km per hour as Jakarta has requested.
According to Budi, the initial investment value of the project is estimated at US$5 billion to $6 billion, although the minister expressed his hope at the meeting that it should be reduced to $4 billion.
"The Japanese government promises to realise this project immediately," Izumi said, suggesting the need to promote bilateral cooperation as Jakarta and Tokyo will celebrate the 60th anniversary of diplomatic relations next year.

Jatiroto sugar mill in Lumajang, East Java, Indonesia, has a distinction of having the largest narrow gauge plantation railway that still remain in operation in Indonesia (as in 2017 harvesting season). Their 700mm railway network encompass what is now known as district of Jatiroto and covering the area that is the size of small city.
So much that their schedule is quite complex one. While in most sugar mills the field working schedule went like morning train consist of empties and loaded trains ran in the evening, in Jatiroto empty trains ran at any time, and so does loaded train whom mostly return back at midnight or even midday!
They used to have one of the largest fleet of steam locos in sugar mill in Java, although when we visited the place, only 2,5 locos remain in the shed. They have been replaced by Japanese diesels which arrived in 1970s.
The first part show empty train passes historic Rojopolo district which have strong colonial feel, the remainder taken at variety of places around Jatiroto.

State-owned railway operator PT Kereta Api Indonesia (KAI) has announced that it will start operating the airport train, connecting Soekarno-Hatta International Airport in Tangerang, Banten, to two stations in Jakarta, before the end of the year.
Our target is to conduct a trial period and start operating the airport train in November, KPI logistics and development director Budi Noviantoro said in Jakarta on Tuesday as reported by kompas.com.
The acquisition of land for the project is 100 percent complete, said Budi, adding that the company was in the process of finishing the construction railways, bridges and stations, as well installing signaling and telecommunication systems and electricity networks.
He said his company would use its official social media platforms to spread information about the progress of the airport train to the public.

Budi statement was made to clarify rumors that the airport train had been operating since Aug. 17, when the country celebrated its 72nd Independent Day.
The airport track will connect Soekarno-Hatta International Airport with Manggarai Station in South Jakarta and Kota Station in West Jakarta. The whole track will run along a 36.4-kilometer line.
The train is expected to help the increasing number of air travelers cut their travel time to the airport as they currently must pass through toll roads that are frequently affected by traffic congestion. (bbn)
State railway operator PT Kereta Api Indonesia (KAI) on Monday evening welcomed the first train set to operate as an airport train connecting the Soekarno-Hatta International Airport in Tangerang, Banten to two stations in Jakarta.
"The first train has arrived and the rest will come in September," KAI president director Edi Sukmoro said in Jakarta on Tuesday.
A total of 10 trains will be operated along the airport railway, each able to transport up to 270 passengers per trip.
The rolling stocks were produced by Canadian multinational aerospace and transportation company Bombardier Inc. along with state-owned train manufacturer PT INKA. They cost about US$70 million.
The airport track will connect the airport with Manggarai Station in South Jakarta and Kota Station in West Jakarta. The whole track will run along a 36.4-kilometer line.

The Indonesian and Japanese governments have agreed to design the Jakarta-Surabaya railway project to cut travel time to 5.5 hours from about nine hours, Transportation Minister Budi Karya Sumadi said.
He said the agreement was reached during a meeting with Japanese Defense, Infrastructure, Transportation and Tourism Minister Takao Makino on the sidelines of the Asia-Europe Meeting's (ASEM) Transport Ministers' Meeting in Nusa Dua, Bali, on Wednesday.
With a travel time of 5.5 hours, the train can become an alternative to planes, said Budi, according to tribunnews.com.
With such a [high] speed, the train could be operated twice a day. It would help increase the capacity of the train. I have told the Japanese side to study it and Mr. Makino agreed [to my proposal].
Budi said the Japanese government has also agreed with the Indonesian decision to use the existing railway tracks and to complete the study by mid-November.
The railway project was one of the three issues discussed at the meeting. The two other projects were the Patimban port project in West Java and the mass rapid transit (MRT) project in Jakarta.
Budi said the Jakarta MRT project, which is still under construction, would be completed in 2019.
We have also managed to resolve our differences over the Patimban port project. During the meeting, we agreed that the three projects would be completed based on the schedules, he added. (bbn)
